Purpose for the job :

Under the guidance of the Regional Education Adviser and working as a member of the larger Education Section and in collaboration with other Sections, the Education Specialist is accountable for the development, design planning, implementation and management of the Education program within her/his area of responsibility, in collaboration with other programmers and sectors, governments, and other key partners. The Education Specialist provides expert advice, advocacy, analysis and technical support to the West and Central Africa Regional Office (RO) and Country Offices (CO) at all stage of programming, on policies, programs and operational strategies, to facilitate the management and delivery of results on strengthening national education systems to improve learning outcomes for children, with a particular focus on Quality and Learning. The Education Specialist contributes to knowledge development and innovation and supports the Regional Adviser in managing the section.

The incumbent contributes to the achievement of concrete and sustainable programs/projects results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

Summary of Key function, accountabilities and related duties/tasks :

  1. Programme planning, development and management ;
  2. Technical assistance ;
  3. Programme oversight and quality assurance ;
  4. Knowledge management and intellectual leadership ;
  5. Strategic representation, advocacy and partnerships ;
  6. Communication, resources mobilization and donor reporting.

The P4 Quality Education Specialist will be responsible for providing expert technical leadership and support to the 24 countries to innovate and implement the acceleration of quality learning improvements within the framework of the global and regional education priorities.

This will require the following :

  1. Technical expertise and relevant experience to support countries assist governments in the conceptualization, design and implementation of foundational literacy and numeracy learning competencies for children in the early years of primary ;
  2. Technical expertise and experience in developing lifeskills-based learning packages and teaching methodologies within the multi-sectoral package of interventions for adolescents to empower adolescent girls to prevent early and unwanted pregnancies so as to remain in school. Capacity to apply existing health, nutrition and hygiene education knowledge and pedagogical skills to help countries in the Sahel and beyond to integrate these in national curricula is also required ;
  3. Technical expertise and experience in developing and integrating economic livelihoods skills development in curricula for in-school and out of school alternative adolescent education programmes ;
  4. Technical Expertise in designing systems for the monitoring out learning outcomes and experience in supporting countries develop and apply cost-effective methodologies and tools for the monitoring of quality learning outcomes. This includes capacity to help countries analyze learning outcomes data to be able to use the evidence to influence policies and plans.

 

To qualify as an advocate for every child you will have :

  • Education : Advanced university degree in Education, Social Sciences or related technical field ;
  • Experience : A minimum of eight (8) years of professional experience at the national and international levels in quality education development, management, monitoring and evaluation, relevant experience on gender issues ;
  • Language Requirements : Fluency in English and French (written and verbal) is required.  Knowledge of Portuguese and / or Spanish is an added advantage.
