Cadre organisationnel
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat is also the lead agency within the United Nations system for the implementation of the New Urban Agenda and Sustainable Development Goal 11. This post is located in Pristina, Kosovo* .
UN-Habitat has been actively assisting Kosovo institutions in the field of governance, spatial planning and municipal administration since 1999. Under its current portfolio, UN-Habitat Kosovo office is implementing the Inclusive Development Programme (2016-2021) which aims to build municipal planning and management capacities, strengthen the social contract and social cohesion, and enhance coordination within a framework of inter-municipal cooperation and multi-level governance. The Programme is financed by the Swedish Development Cooperation and is jointly implemented with PAX and Community Building Mitrovica in seven northern partner municipalities. UN-Habitat Kosovo Office is providing in addition technical support to central authorities and other municipalities in the field of strategic planning, affordable housing, urban regeneration and inclusive public space development.
Responsabilités
Under the direct supervision of the Chief for Europe and European Institutions, the incumbent will perform the following functions:
1. Programme planning, coordination and supervision
-Coordinate overall programme development and implementation, plan resource requirements, provide guidance to the team responsible for the programme development, implementation and monitoring, coordinate output production and ensure quality control.
-Identify priorities and issues, policy development needs, monitor emerging needs in the field and in consultation with partners and cooperating agencies, review programme activities accordingly and propose corrective actions or new initiatives.
-Manages outreach activities and supervise internal and external communications (written, website, social media, etc.)
-Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
2. Institutional coordination, partnerships, fund raising and representation
-Represent UN-Habitat in the United Nations Kosovo Team (UNKT) and ensure provision of UN-Habitat‘s contributions in UN analytic and programmatic instruments (UNSDCF) and UN strategic forum and other working groups.
-Build strong partnerships with relevant authorities and stakeholders to support policy formulation and capacity development related to sustainable urbanization.
-Represent UN-Habitat in negotiations, meetings and high-level policy dialogue with officials, other agencies and donors.
-Negotiate with donors and partner agencies on proposals for the development of the programme and funding.
-Convene meetings and working groups with partners to discuss programme activities and perspectives.
-Serve as an effective spokesperson and establish collaboration and partnerships with key officials at all levels inside and outside the organization.
3. Programme development, networking and liaison within the Western Balkan Region
-Respond to requests for cooperation and coordination from governments and other interlocutors and develop project proposals accordingly.
-Advocate and promote with governments and other stakeholders the New Urban Agenda and the Sustainable Development, notably 11 and their mainstreaming in central and local policies, legal frameworks and practices.
-Promote and support inter-governmental harmonization and coherent policy development of legislative frameworks in relevant fields.
-Maintain regular contact with international donor institutions for coordination, information sharing and fund raising.
-Coordinate policies and programme activities with EU, other UN agencies and regional institutions.
4. Management and administrative functions
-Oversee all financial, administrative and operational matters of the projects, and ensure accountability towards the United Nations and donors.
-Monitor/evaluate programme performance in relation to approved work plans, objectives and budget and take corrective measures.
-Guide, supervise and mentor personnel and implementing partners involved in the programme management and implementation.
-Ensure reporting functions through the supervision of the preparations of reports related to finance, budgets, recruitment, equipment and subcontracts; regular or ad-hoc reports on the UN-Habitat programme activities and comment on project reports and on policy documents as required.
5. Undertake any other duties and responsibilities which are within the incumbent’s expertise and experience.

Formation
Advanced university degree (Master’s degree or equivalent) in Architecture, Urban Planning, Development Studies, Public Administration or similar discipline relevant to sustainable urbanization and international development or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Expérience professionnelle
A minimum of ten years (10) years of progressively responsible experience in project management in the area of urbanization, strategic planning, housing is required.
Connaissances linguistiques
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English, both oral and written, is required. Knowledge of another official UN language is an added advantage.
