The Government of Sierra Leone has received a blend of loan and grants totaling UA 26.76 million (USD 37.22 million) from the African Development Fund(ADF), Rural Water Supply and Sanitation Initiative Trust Fund (RWSSI-TF), Global Environmental Facility (GEF) and Department for International Development (DFID-UK) to finance the cost of Rural Water Supply and Sanitation Project. The Project was designed to respond to priority needs that, besides increasing water supply and sanitation coverage, will involve capacity building to empower rural youth, women and men, strengthen national and local-level institutions, recognizing the value of residual local capabilities and resources for effective sector coordination and management. It is intended that part of the proceeds of this loan and grants will be applied to eligible payments under the contract for the Consultancy Services for Environmental and Social Compliance Audit.
The objective of the assignment is to assess the level of compliance of the project with applicable E&S requirements. The audit will focus specifically on assessing the extent of compliance with the financial agreements provisions, including national legislations, regulations and procedures, the Bank’s environmental and social requirements and international industrial best practices (IIBP) of the project’s sector. The audit will identify non-compliance, good practices and deficiencies, and recommend corrective actions.
The E&S Compliance audit assignment must review exiting ESMP framework, mitigation and monitoring measures undertaken during implementation and operations of the project investments in order to eliminate adverse environmental and social impacts, offset them, reduce them to acceptable levels in compliance with the Bank’s Environmental and Social Assessment Procedures (ESAP) which is in line with the Sierra Leone categorization, review and disclosure process.
The Sierra Leone Water Company (SALWACO) now invites suitably experienced firms or joint-ventures between them to indicate their interest in providing the services. Interested parties should provide information demonstrating that they have the requisite qualifications and relevant work experience to perform the required services. All members of the audit team should possess a minimum of five (5) years’ experience in rural WASH environmental audit and management that is specific to their areas of specialization. They should have post conflict past experience and able to work in challenging circumstances, independently and as part of a team. They should be self-motivated professionals with ability to work with minimum supervision. Experience in Sub-Saharan Africa is a requirement. Working experience with public sector institution, including central governmental agencies, local administration, civil society, INGOs, and/or international organizations is a requirement.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 Edition, revised in July 2012, which is available on the Bank’s website at http://www.afdb.org.
