The COVID-19 pandemic is having an unprecedented negative impact on children’s access to education in Sierra Leone.
How can you make a difference?
UNICEF as a leader in the education sector plays an important role in the National Education COVID–19 Emergency Response and support the key priorities of the Education Emergency Taskforce under four key pillars :
- Communications – awareness raising, community socialization, billboards, flyers, SMS messaging through EduTrac and U-Report ;
- Continuous Learning – National radio programming provides daily lessons for children from pre-primary to Senior Secondary including life skills programming. UNICEF is working with the Ministry of Basic and Senior Secondary Education to assess the reach and listenership of the radio programming and to provided distance teacher training ;
- School Re-Opening and Readiness – Provision of WASH to schools, and other cross sectoral activities such as provision of psycho-social and school health packages ;
- Operations Policy and Planning – ensure policy work, monitoring and evaluation, etc.
The consultant will be full-time and based in UNICEF Freetown with travel to the field as needed. The consultant will work under the supervision of the Education Specialist – Systems Strengthening, with support from members of the education team.
Activities, Tasks, Outputs and Deliverables :
- Integrated Monitoring and Evaluation for education section, with focus on the COVID-19 response is prepared and in place to provide strategic priority and realistic plan of activities ;
- Timely monitoring and measurement of changes in conditions due to programme or policies in country or region are conducted with the participation of relevant education partners and provided to the Country Office and national partners to facilitate national planning, and assess the impact of the programmes and policies, and report on the progress being made ;
- Country Office Performance are systematically monitored and data for key indicators of the Annual Management Plan and management reports are collected, analyzed and made available to management and the Country Management Team ;
- Evaluations are designed and carried out with quality process and products in line with priority and strategy. Evaluation findings, recommendations and reports are used to improve programme performance and are effectively disseminated to the intended audience. Major education partners are kept abreast and/or contribute to these exercises as required ;
- The monitoring and evaluation capacities of Country Office staff and national partners are strengthened, enabling them to increasingly engage in and lead monitoring and evaluation processes ;
- Effective communication and partnerships are achieved in carrying out integrated planning of research, monitoring and evaluation activities within the Country Office and with other education stakeholders, including national partners, and the international community; and the results are shared with education partners to stimulate joint engagement.

To qualify as an advocate for every child you will have…
- An advanced university degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research or a Bachelor’s degree with an additional relevant work experience will be considered ;
- Professional work experience in programme development and implementation including monitoring and evaluation activities ;
- Five years of relevant professional work experience and field work experience ;
- Strong M&E technical and analytical capabilities ;
- Demonstrable experience in the education sector in Sierra Leone is an asset ;
- Fluency in English, verbal and written required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
Additionally, UNICEF is the recipient of $70K funding from the Global Partnership for Education to support the government to kick start emergency activities. Activities under this funding focus on the emergency startup such revision of School Safety Guides, dissemination of COVID messaging, support to the EET secretariat, etc.
