Local Context:
UNOPS has been active in Sierra Leone since 2000 and has delivered a variety of infrastructure projects nationwide, particularly in the fields of Renewable Energy, Health and Security Infrastructure, and has implemented and procured a variety of vehicles, non-medical health related items, medical equipment, and Solar Photovoltaic systems.
Project Information:
Poor access to electricity is recognized as a binding constraint to long-term economic growth in Sierra Leone. The country is currently experiencing a net deficit of power and is in desperate need of new power sources. The Ministry of Energy has developed an Energy Sector Roadmap and action plan with initiative to increase energy access through technical and non-technical interventions. Part of the roadmap strategy is to incorporate Sierra Leone’s great Renewable Energy resources to provide security of supply to rural communities and to boost the economy.
To help address the energy infrastructure needs, UNOPS on behalf of the Ministry of Energy, is implementing activities to increase electricity accessibility to public services and enhance economic growth in underserved rural communities.
The project aims to expand energy access to remote villages, leading to improved development outcomes in health, education and economic development to beneficiary communities. This will enable reliable, clean and affordable electricity and in turn improve social, economic and health benefits to rural communities. Providing electricity access to isolated communities will result in improved economic benefits, reducing the relative cost of energy access by eliminating the cost of diesel generators for energy reliant businesses. The project is in support of the Ministry’s objective of increasing access to electricity in the rural communities, exploring a variety of alternative sources of renewable energy. It is envisioned that the project will contribute to the Government’s Sustainable Development Goals (SDGs) addressing multiple development initiatives.
Furthermore, the project will enhance partnerships between public, private and social sector stakeholders to address poverty reduction, and encourage the participation of the private sector in the provision of commercially viable energy services in rural communities.
Job Specific:
Under the overall supervision of the Project Manager and reporting directly to the Senior Engineers, the Associate Construction Management Engineer is expected to support the implementation of the project activities through the provision of technical expertise and the application of best practices in the project implementation. The Associate Construction Management Engineer who is expected to be working in the Project Site office, will assist the construction supervision team to oversee implementation of contracted works in conforming to the technical specifications of UNOPS. Any situation that may require decision making which will involve changes in the designs and plan will be brought to the notice of the Project Manager with details of issues encountered at site and appropriate recommendations.
Summary of functions:
S/he must be able to apply, independently, the below duties and responsibilities of the project success criteria:
Specifically, the Associate Construction Management Engineer will be responsible for supervision of contractors and other tasks on several construction sites and shall perform the following duties and responsibilities:
- Report and recommend remedial actions regarding potential delays and/or cost overruns to the Project Manager.
- Provide supervision on the construction and engineering works progress and quality for delivering the project within the contract’s time for completion and technical specifications.
- Monitor and measure the execution of work’s quantity through the agreed Bill of Quantities (BoQ) as per the contract.
- Provide data and information about project progress to the Project Manager for reporting purposes.
- Provide weekly and monthly reports to the Project Manager (Infrastructure) detailing all project matters including quality, health and safety, environmental and financial, as well as any issues relating to possible delays, cost overruns, variations and any other matter as agreed with the Head of Office.
- As tasked by the Construction Supervision Team, administer the Works as per the contract.
- Support the overall management of works implementation to ensure the execution of construction and engineering works are in compliance with contract’s time for completion, budget and technical specifications / quality standards.
- Assist the construction supervision team with the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.
- Assist the construction supervision team with reviewing electrical/ mechanical detailed designs, technical specification and reports, prepared by design consultants.
- Support on preparation of solicitation documents for tendering such as BoQs, technical specifications, drawings.
- Support Contractor with the Implementation of quality controls (QC) and provide quality assurance (QA) over the Works , to ensure all infrastructure projects are correctly initiated, managed, monitored, reported and closed in accordance with UNOPS policies and procedures.
- Monitor the contractor’s HSSE project’s site implementation plan.
Knowledge sharing and management
- Contribute to the project evaluation process; highlight challenges associated with the project and feedback into a continuous improvement cycle.
- Provide training and knowledge transfer to national/contractor personnel including advice on good construction and engineering practices, environmental management practices, and appropriate health and safety standards during construction.
- Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.
- Participate in the relevant Communities of Practice, actively interact with other Engineers and the Engineering community to share case studies, lessons learned and best practice on the Knowledge System
- Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies.
A. Education
- Completion of Secondary School is required.
- First Level University Degree in Engineering or related areas with 2 years relevant experience in implementing works under complex, quality, safety and environmental management plans may be considered in lieu of the 6 years relevant experience outlined below.
- A Master’s Degree preferably in Civil/Electrical/ Mechanical/Construction or other relevant engineering background is a distinct advantage.
B. Work Experience
- A minimum of six (6) years of relevant experience implementing works under complex, quality, safety and environmental management plans is required.
- Experience in site management directing engineering technical works is an added advantage.
- Experience in the UN system organizations and/or a developing country is desirable.
- Ability to deliver projects on time, within budget in a demanding cultural context with transitional government partners under challenging physical conditions and limited national infrastructure is desirable.
C. Language Requirements
- Fluency in written, reading and spoken English Language is required.
