Description

S/He will prepare and timely submit weekly/monthly reports to the Partnership and Resilience CoordinatorTrócaire is one of Ireland’s top International NGOs, having over 40 years’ of experience in international Development. Trócaire works through partners and is a member of worldwide networks such as Caritas and Cooperation Internationale pour le Development et la Solidarité (CIDSE).

Trócaire has been working in Gedo, implementing humanitarian programmes across different themes for the last 28 years. Currently Trócaire implements Health, Nutrition, WASH, Protection, Resilience and Education Programme activities and at times works with local organisations working in Gedo as partners.

Trócaire received funding from Irish Aid under the five-year Ireland’s Civil Society Partnership (2023-2027) funding scheme. Trócaire’s programme will contribute to a Better World by implementing interlinked Long-Term Development, Chronic Humanitarian Crises and Acute Humanitarian Crises response interventions. Trócaire’s Strategic Plan – Local Power Global Justice (2021-2025) forms the core framework that underpins the intervention. Trócaire’s work in Somalia will be delivered in partnership with stakeholders and local organisations to tackle the root causes of poverty, injustice and violence, supporting people to use their power to create positive and lasting change. The programme is recruiting a DRR and Peace building Officer, whowill be supporting the day to day implementation of the project. S/He will provide technical support on early warning, early response mechanisms, Conflict sensitivity and participatory vulnerability capacity assessments.

The Officer will work in close collaboration with the Partnership & Resilience Coordinator, Nutrition Coordinator, Resilience Officer and Community DRR and Peacebuilding Focal Points, to achieve programme purpose and results.

Reporting to Partnership & Resilience Coordinator, this position is a fixed term for one year and is based in Gedo region of Somalia.

Key Duties & Responsibilities

Programme

  • The DRR and Peace building Officer will in consultation with the Programme Management, ensure the efficient and effective delivery of Trocaire’s DRR and Peacebuilding intervention in Gedo. This includes:
  • S/He will serve as the technical lead to oversee implementation and supervision of DRR and peace building activities in the field.
  • S/He will conduct routine field monitoring visits, supporting community DRR and peace structures and mobilising communities for their involvement in the project.
  • Jointly with community DRR committees, S/He will oversee the conduct of DRR mapping in the target districts in Gedo.
  • S/He will support the development of action plans and the implementation of the same by the DRR committees.
  • S/He will develop systems for the transmission of information on early warning and provide a crucial link between Trócaire and the community DRR and peace structures.
  • S/He will conduct trainings for partners and community structures on early warning and conflict sensitivity.
  • S/He will contribute to the establishment of community DRR and peace structures at the districts of implementation.
  • S/He will work closely with the project team and external consultant(s) to carry out participatory conflict analysis and implement the recommendations jointly with the community peace structures.
  • S/He will support community peace structures to facilitate community peace activities and ensure community engagement throughout project implementation.
  • Together with the different community groups and peace structures, S/He will plan and conduct community peace dialogue sessions and ensure the resolutions are disseminated in a timely manner.
  • S/He will ensure integration of protection and gender throughout project implementation. This includes the introduction of mechanisms to enable women to participate in decision making around DRR and Peace building issues.
  • S/He will carry out any other relevant tasks assigned by line manager within the scope of program implementation plan.
  • Ensure efficient and cost-effective use of Trócaire and donor funds and resources
  • Regularly monitor expenditures to ensure compliance with project workplans and grant agreements, including Value For Money principles.
  • S/He will work with Procurement and Warehousing team to prepare and execute a procurement plan to ensure favourable lead time for the procurement team.
  • S/He will work with Trócaire management team in the field in monitoring and reporting progress, and, adopts agreed changes in project design to conform to varying context.
  • S/He will develop monthly activity schedule based on the project work plan to facilitate timely implementation.

Logistics & Procurement:

  • S/He will work with Procurement and Warehousing team to prepare and execute a procurement plan to ensure favourable lead time for the procurement team.

Monitoring and Evaluation:

  • S/He will work with Trócaire management team in the field in monitoring and reporting progress, and, adopts agreed changes in project design to conform to varying context. S/He will develop monthly activity schedule based on the project work plan to facilitate timely implementation

Requirements

(E) Qualification

University degree or higher qualification in Social Sciences, Peace and Conflict Management or any other related course.

(E) Experience

Minimum two years’ experience in working in DRR and Peace programmes in hardship environments.

Familiarity with key development issues and current affairs especially in relation to peace building and conflict issues in Somalia.

Knowledge and experience of undertaking assessments and analysing the results.

Strong training, facilitation, and consensus- building skills.

Good skills and experience in partner capacity strengthening.

Understanding of advocacy, campaigning, and lobbying and network building.

A sound understanding of the importance of gender and participation in Humanitarian work.

Fluency in written, spoken English and Somali languages is mandatory.

Demonstrable experience in managing teams, supervising and training others.

  • Demonstrate a good understanding of Core Humanitarian Standards (CHS)

Ability to prioritize and commitment to meet deadlines.
