Expression of Interest for Individual Consulting Services

Translator (National)

Background :

The Ministry of Finance of the Federal Republic of Somalia has received a Grant from the African Development Bank to finance the cost of the Institutional Support to Financial Governance Program in Somalia (ISFG) Project. The project has three components: i) Financial Governance program; ii) Domestic revenue mobilization and advisory services; and iii) project management. The project covers a number of activities including assistance in information and dissemination particularly of vital policy and legal documents, the information and dissemination of documents will help the legislature and other government officials to understand policies and other legal frameworks for transparency and accountability.

The Ministry of Finance now seeks to hire a highly-qualified translator with sufficient capacity to undertake publication and document translations in an efficient and reliable manner that meets the Government of Somalia standard.

Tasks and Responsibilities  :

The responsibilities include the following :

  • The translator will translate from English to Somali or vice versa, vital policy and legal documents of the Ministry including PFM regulation and Procurement Act, Central Bank Act, Taxation policies, Financial Act 2012 and concessional contracts reviewed by Financial Governance Committee (FGC) and other FGC work ;
  • Ensure high quality of translation, accurately reflecting the meaning found in the original source language and rendering that meaning in the translated work. That is, ensure that the original intended contextual meaning of the sentences/ phrases should not be altered or changed into something else ;
  • Proofread and make necessary corrections in the translated documents to ensure quality and accuracy of translation in regard to vocabulary, syntax, grammar, figures, relevant terminology, sources, etc. before submitting it to the Ministry Management. The Ministry will also conduct such verification checks and may request corrections accordingly.

The duration of the contract is six months. During the entire period of the assignment, the translator shall be available to provide the translation services to the Ministry when needed. Duty station is Mogadishu.

The Ministry of Finance now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.). Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org.
