Job purpose

Associate Director Monitoring Evaluation, Accountability and Learning (AD-MEAL)will oversee monitoring and evaluation, information management, learning and reporting, as well as support program development for World Vision Somalia.  The incumbent will integrate project and consortium-level information and evidence to provide whole-of-country contextual analysis of the impact of World Vision’s multi-sector approach. The position-holder will develop, implement and oversee programming standards processes, and accountability systems to equip management and leadership with information for decision support in service of adaptive management and reporting to various stakeholders.   The Assoc Director MEAL will lead a team to M&E specialists to support the development of quality and competitive project designs.  He/she will lead in engagement with the World Vision partnership, local and international learning institutions and government to generate project and program-level lessons learnt, undertake research, co-create learning products and present findings to position the organization as partner-of-choice.  He/she will engage with World Vision partnership for the development, improvement and reporting of key MEAL initiatives, including the national office strategy, annual reports and child impact reports.

Major Responsibilities

Information management and monitoring & evaluation systems inform project design and management action (25%)

  • Upgrade, digitize and integrate existing information management systems;
  • Ensure accountability mechanisms are in-place/functional to enable two-way communication, and scaled/integrated across entire program and locations;
  • WV Somalia has information management and M&E systems in place to aggregate, analyse and present program impact for national office strategy, WV partnership requirements and other stakeholder needs, including donors, government, etc.
  • Integrated Program Tracker in place and updated to support on-time, on-target and to-specification delivery and reporting of projects and support layer, sequencing and coordination;
  • With programs team, provide leaderships in strategy formulation, ensuring alignment with local context and evidence from projects and programs.
  • Develop and disseminate knowledge products, including, operational research case-studies, and lesson learnt at relevant local and international forums;
  • Support the design and review of research products and development of summaries.
  • Ensure the integration of quality assurance practices in all programmatic and functional areas.

Support project and program development processes 15%

  • Ensure PDQA team access timely technical support for Theory of Change, Log-frame and Target Book development to develop quality and winning proposals;
  • Develop, implement and improve performance and measurement systems to aggregate 50+ projects’ outputs and impacts to generate multi-factor impact analysis
  • Mobilize the program’s different measurement mechanism to create cross-learning between projects and programs;
  • Develop proxy indictors and map to new projects to understand and articulate different interventions impact on Child Well-Being

Support internal and external engagement to position WV as thought-leader 20%

  • Lead engagement with MoPEID regarding assessments and project and project information-sharing
  • Champion World Vision engagement with key technical working groups for measurement and impact (e.g. Durable Solutions and Resilience Working Group);
  • Support the development of learning products to communicate WV’s expertise to peers, donors and WV partnership
  • Support WV Somo Technical Advisor, Communication, and Program Development teams to develop information-sharing products for member state and federal government;
  • Support SomReP and Global Fund to design, implement and present high-quality research to position consortiums as partners-of-choice.
  • Develop a network of learning partners to tap in the support of proposal and research development processes.

Program and project M&E systems enable quality reporting, inform design improvements, competitive proposals development and sensitive and responsive strategy 25%

  • Lead the development of M&E tools for all programs and projects
  • Provide technical oversight and guidance for baslelines and evaluations
  • Lead and guide the digitalization of an end-to-end M&E system for programs/projects in Somalia
  • Support national office strategy development and reporting processes
  • Collate and consolidate departmental strategy performance measures and KPI’s
  • Lead evidence building and reporting initiatives on Child impact
  • Lead evidence and impact analysis and contextual analysis to inform NO strategy development process;
  • Support Technical Teams to co-implement learning processes, including mobilization of learning and presentation at Quarterly Review Meeting;
  • Lead the development and coordination of working groups and systems to consolidate impact data, linking SomReP and Global Fund information and data for reporting an planning pursposes.
  • Ensure projects are mapped and contributed to CWB objectives programmatically and technically
  • Ensure reporting of programs and projects are reported into the WV’s strategic frameworks

Provide line management supervision to direct reports area and project-level M&E teams and provide technical support and guidance to consortium M&E departments 5%

  • Develop and update performance management plans;
  • Monitor staff performance and provide real-time feedback;
  • Motivate staff members to learn new skills, take on new responsibilities and grow professionally with a special focus on Somali staff;
  • Take remedial actions for poor performing staff;

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

  • Preferred Masters, but acceptable bachelor’s degree in international development, business administration, social and agricultural development studies.
  • Experience with resilience, public health, and WASH programming (a minimum of 3-years across all three sectors).
  • Experience with the design of research and academic studies.
  • Experience with the development of Power BI, Python and other data analysis platforms;
  • A minimum of 5 years’ experience in humanitarian and development practice, with at least 5 years in management positions.
  • Strong leadership skills with demonstrated experience either (i) leading/coordinating decentralized, multi-sector teams in fragile context; (ii) leading and/or supporting procurement process and/or (iii) development/improvement of performance management systems; (iv) government engagement.
  • Experience in external engagement with NGOs, donors, private sector, etc. with the ability to represent the organization to a variety of stakeholders in a range of forums.
  • Excellent oral/written and interpersonal skills.
  • Confident communication and documentation skills.
  • A team player with leadership qualities, excellent flexible project management skills, organization and dependability.
  • Capacity to prioritize and manage a diverse range of staff members, projects and activities.
  • Able to work on a cross-cultural environment with a multi-national and multi-agency staff member.

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Preferred Masters, but acceptable Bachelor’s degree in international development, Statistics, business administration, social Sciences, Community development studies Program management;
  • Experience with resilience, public health, and WASH programming (a minimum of 3-years across all three sectors);
  • Experience with the design of research and academic studies;
  • Experience with the development of Power BI, Python and other data analysis platforms;
  • Competency in  qualitative and quantitative analysis and packages- NVIVO, Strata, SPSS etc
  • A minimum of 5 years’ experience in humanitarian and development practice, with at least 5 years in management positions;
  • Strong leadership skills with demonstrated experience either (i) leading/coordinating decentralized, multi-sector teams in fragile context; (ii) leading and/or supporting procurement process and/or (iii) development/improvement of performance management systems; (iv) government engagement
