Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
Reporting Lines
Under the overall supervision of the FAO Representative in Somalia, the direct supervision of the Emergency Programme Coordinator and the Nutrition Unit Officer and close collaboration with FAO Emergency Units and Team in Somalia.
Technical Focus
The nutrition technical assistant will provide technical backstopping for nutrition-oriented actions under the emergency projects and eensure the quality of the planning, implementation, and follow-up of all technical aspects of the sector are implemented.
Tasks and responsibilities
• Coordinate with cooperating partners /Government counterparts to implement nutrition-oriented actions, school feeding programmes or any related activities under the nutrition lens of FAO.
• Assist in organizing and conducting trainings to Implementing partners and Governmental Counterparts.
• Assist in preparation of governorate-wise, partner-wise, monthly, and quarterly allocation plans, and projections.
• Coordinate with M&E for monitoring updates and feedback.
• Undertake monitoring visits and follow up of issues in field and coordinate with different units to support resolution.
• Assist in conducting coordination meetings, Programme review meetings.
• Maintain effective working relationships with implementing partners and key stakeholders throughout the project cycle, including supporting implementation, facilitates monitoring and compliance issues and submission of reports, as required.
• Support continuous delivery of Nutrition and Food Safety Education in Emergency Projects.
• Support preparation of materials, technical inputs, TORs, training manuals, and draft guidelines for accountability, visibility, and communication, to promote and disseminate findings and best practices.
• Assist in organising and conducting training activities and nutrition related events.
• Provide support to ensure timely procurement of beneficiary packages.
• Support the documentation and implementation of best practices and lessons learnt.
• Support the monitoring of nutrition activities and review reports by implementing partners under the Emergency CBT portfolio.
• Support the integration of Nutrition indicators specifically in FAOs Emergency programme with a particular focus on Monitoring behaviour change for better nutrition.
• Offer technical guidance to partners, technical staff, contractors and relevant line ministries based on the available Letter of Understanding (LoU) and Letter of Agreement (LoA);
• Carry out technical inspection of completed works and ensure adherence to contract terms;
• Prepare interim payment certificates, completion certificates and defects liability period certificates as well as preparation of final report;
• Conduct other relevant project tasks as required by FAO.
• Any other duties as may be requested by the supervisor.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Nutrition, Biology and any relevant study area.
• Minimum three (4) years of relevant experience in livestock project management, design, and monitoring.
• At least 2 years of progressively responsible work experience related to Cash based transfers, School Feeding, Nutrition or another related field. Field Experience is highly desired.
• Working knowledge of level C of English.
• Working knowledge in the local language of the country (Somalia).
• National of Somalia.
