The Role:
The Design, Monitoring & Evaluation Coordinator will provide overall DM&E support to BHA-funded project in Dollow and Luuq. The incumbent will closely work with the Consortium MEAL Manager and other project managers to set, monitor and evaluate project performance targets in line with project objectives and to ensure that they are achieved. The candidate will be responsible for guiding the overall implementation of monitoring, evaluation, and accountability-related activities within the projects and providing timely and relevant information to the project staff.
Key Responsibilities
- Provide effective, innovative and strategic leadership of Design Monitoring, Evaluation, Learning and Accountability for the project managed by World Vision and also support the consortium MEAL Team.
- Design and manage the implementation of program M&E plans in alignment with the World Vision DME LEAP framework and Humanitarian Accountability Standards.
- Coordinate as well as participate in assessments, analysis and dissemination of reports as per the agreed project guidelines. In addition, ensure timely and quality project reports are submitted by the project teams in agreed format and are in line with donor reporting requirements.
- Ensure projects carry out routine activity monitoring for compliance as well as outcome monitoring of project results for all the running projects.
- Develop tools and carry out periodic data quality assessment (DQA) and ensure that data that are gathered and reported are consistent along all the chains of reporting.
- Ensure MEAL and program accountability mainstreaming and strengthening for staff and community structures, and across all interventions.
- Coordinate research activities in line with World Vision research agenda.
- Ensure that an appropriate humanitarian accountability mechanism is established across all the project implementation locations and implemented as per the guideline. Also support project staff responding to feedback/complaints/requests on timely basis and follow up if actions are taken as per the feedback/complaints.
- Ensure that MEAL capacity development and awareness among relevant World Vision staff, consortium partner staff and key stakeholders is enhanced.
- Reporting and documentation/Knowledge Management; ensure that project key documents and learning outcomes are documented in appropriate manner.
Essentials:
- Degree in Social Sciences, Statistics, Monitoring and Evaluation, Community Development, Development Studies, Local Government or any related field.
- Minimum of 4 year’s work experience in community-based programming, local government or work with NGOs or humanitarian agencies, of which at least three years MUST be in MEAL.
- Analysis using qualitative and/ quantitative methods including use of participatory methods and tools for planning, monitoring & evaluation.
- Knowledge of the SPHERE standards, Humanitarian Accountability Partnerships; other international humanitarian standards and other capacity building skills.
- Demonstrate very good knowledge using MS Word, Excel, Power point, statistical packages as SPSS, KOBO, NVIVO.
- Ability to work with partners and and contribute to team building environment.
- Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
Working Environment:
The position will be field based in Dollow, Jubaland State.
