Action Mondiale contre la Faim recherche un Chef de projet – Résilience au changement climatique en Somalie.

 

 

 

 

 

The position is to be filled as of October 1, 2023, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Burco, Somaliland, with frequent travel to the project locations, especially with occasional visits to Hargeisa.

As Head of Project – Climate Change Resilience at Welthungerhilfe (WHH), you will be responsible for the implementation of an EU-funded multi-sectoral project in coordination with a national and an international project partner in Burco district, Togdheer region. You will manage the project which aims to contribute to systemic resilience to climate change through the sustainable use of natural resources to ensure food, fodder and water security for vulnerable communities in Burco. This will be done based on specified directives in terms of content, schedule and budget and according to the standards of WHH and the provisions of the donor.

Your responsibilities

  • Implement the project in close cooperation with the project field coordinator according to the rules and standards of WHH and the co-financer;
  • Ensure that all project relevant support is in place (monitoring, logistics, finance administration, etc.);
  • Develop needs-based and impact-oriented project planning in line with the WHH country strategy;
  • Support the identification of co-financing opportunities to be pursued and ensure the timely development of successful project proposals in line with the relevant donor regulations and strategies;
  • Recruit and manage project staff in cooperation with the field coordinator according to WHH leadership principles, staff policies and WHH strategy;
  • Monitor the establishment and adherence to the projects’ security management system managed in accordance with the global security policies/guidelines of WHH and the Country Security Plan;
  • Be responsible for preparing the narrative and financial donor reports according to WHH standards and the rules of the main donor and potential additional donors;
  • Interact closely with and supervise the local partner(s) and the international consortium partner(s) implementing the project;
  • Establish good working relationships and regularly coordinate with local authorities in Burco and national line ministries in Hargeisa;
  • Coordinate closely with the EU funded consortium for IDPs in Burco;
  • Participate in technical working groups and platforms, depending on technical qualifications of the successful candidate, in Burco and as instructed in Hargeisa;
  • Indicate and specify needs for support from HQ Sector, Donor and Finance Coordination Units as necessary to adhere to the relevant WHH and external standards;
  • Contribute to the development of the country strategy, actively participate in strategic discussions, and stay informed about the overall organizational topics;
  • Represent WHH in country vis-à-vis relevant regional and national stakeholders and partners in coordination with Country and Area Offices.

Your profile

  • A university or college degree in rangeland management, natural resources management, climate change, rural development, social sciences or comparable qualification in a relevant subject area;
  • A minimum of 3 years of international project management experience (regional working experience Horn of Africa would be an asset);
  • Professional experience in one or more of the following technical areas: Sustainable WASH Systems, Rangeland Management, TVET, climate-resilient agriculture and women’s empowerment and inclusion;
  • EU donor experience would be a strong asset;
  • Proven reporting and organizational skills, and a diverse donor relation experience;
  • Familiarity with pastoral, agro-pastoral and nomadic ecologies and economies;
  • Thorough knowledge of rural project implementation approaches;
  • Broad intercultural competence and experience in a Muslim / Somali working environment;
  • Ability to work under time pressure and high workload;
  • Readiness to receive necessary vaccinations for working in Welthungerhilfe’s project countries;
  • Excellent spoken and written English is essential; German (report) writing skills would be an important asset; ability to communicate in Somali would be an advantage.
