Background :

The Federal Republic of Somalia has received financing from the African Development Bank toward the cost of Strengthening Institutions for Economic Policy Management and Infrastructure Development Project (SIEPMID) and intends to apply part of the agreed amount for this grant to make payments towards the contract for the Civil Engineer Consultant for Enhancing Skills for Infrastructure Development component which aims to improve the capacity of the Federal Ministry of Public Works, Reconstruction and Housing ministry to fulfil its mandate including undertaking feasibility studies, detailed engineering design, and assessment reports for Infrastructure projects.

The Federal Government of Somalia (FGS) is seeking for Civil Engineer who will be will be an integral part of the Federal Ministry of Public Works, Reconstruction and Housing and shall provide structural services to the Public Works, which will aid in the construction and maintenance of government-owned and leased buildings; and to provide structural-civil technical advice to other departments/ministries as required.

The Civil Engineer will report to Director-General, Ministry of Public Works and the main activities includes: Contributing to analysis of quality factors of different building materials to finalize their suitability in the design of the beams, columns, or the foundations; Perform a structural assessment of planning applications; liaise with the team on new development plans and advise on structural matters for private developments, to ensure public safety; to Supervise building works on-site, prepare necessary instructions, and maintain records of all aspects of the design and construction of projects; Manage, monitor, interpret, and explain the building plan, drawing, and design documents supplied by the concerned authority; Ensure that the construction activities are carried out according to the plans, designs, and drawings and ascertain the accuracy of the qualities, quantities, and proportions of the construction materials are precisely maintained; conduct a capacity needs assessment, design a training plan based on findings from the CAN, and design and deliver training materials to counterpart staff that will be working with the engineer. The required academic qualification is Master’s in Civil Engineering with at least 10 years’ experience in project engineering and management. The contract duration will be Nine months with possibility of extension subject to satisfactory performance and availability of project funds. The Duty station is Mogadishu with occasional travel to the field.

The FGS now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org.
