NON-OIL REVENUE MOBILISATION AND ACCOUNTABILITY IN SOUTH SUDAN (NORMA-SS) PROJECT

- The Government of South Sudan has received a financing from the African Development Bank to implement the Non-Oil Revenue Mobilization and Accountability in South Sudan(NORMA-SS) Project and intends to apply part of the agreed amount of this loan to payments under the contract for hiring an individual consultant to design and implement an Electronic Records Management and Archive System (ERMAS) for NRA Headquarters, Customs Division and Domestic Tax Division of National Revenue Authority of South Sudan.
- Under the direct supervision of the Commissioner General of NRA, the Consultant will design and implement a well-organized and modern ERMAS architecture through the establishment of procedures for creation and storage of documents in digital form that facilitates easy access and sharing of documents within the National Revenue Authority (NRA headquarters, Domestic Tax Division and Customs Division) while taking into account security related to Government documents and access protocols. In specific terms, the Consultant will undertake the following specific tasks: Develop documentation and digitization standards; Develop document identification and classification scheme; Develop software, do installation and test run the software.
- The Ministry of Finance and Planning of the Government of the Republic of South Sudan invites Individual Consultants to express their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
- The estimated duration of this assignment is Four (4) months and is expected to commence in September 2021.
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy for Bank Group Funded Operations, dated October 2015 available on the Bank Website at https://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Ministry of Finance and Planning to include him/her in the shortlist.
- Interested applicants must have the following educational qualification and professional experience:

- Minimum of seven (7) years hands on experience in the design, development, installation and implementation of IT supported documentation and archiving systems for large organizations;
- Experience in working with a government institution in a developing country setting will be an added advantage;
- Possession of at least a Master’s Degree in information technology and/or records management;
- Evidence of similar consulting/professional experience; and
- Proficient command of English is a must; some knowledge of Arabic will be an advantage.
