- The government of the Republic of South Sudan has received a financing from the African Development Bank towards the cost of Non-Oil Revenue Mobilization and Accountability in South Sudan (NORMA-SS) Project, and intends to apply part of the agreed amount of this grant to payments under the contract for hiring a consulting firm to support the design and deliver tax administration training for low and middle-level managers of National Revenue Authority (NRA).
- Under the direct supervision of the NRA Commissioner General, the Consultancy Firm shall conduct a Training Needs Analysis (TNA) for middle-level and low level management staff of NRA, design appropriate training modules for each level and deliver the same in South Sudan. The training modules should be designed based on the results of the Training Needs Analysis and should also take into consideration the following: Case study training approaches relevant in a tax administration context; Participatory and experiential learning approaches; A blend of performance management theory and best practices in the regional context; In-built coaching element within the modules to enable participants develop their individual performance management action plans as a key learning outcome;
- The Ministry of Finance and Planning now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
- The duration of this assignment is two (2) months and is expected to start in August 2021.
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, October 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Ministry of Finance and Planning to include the firm in the shortlist.

- Expressions of interest must be delivered or e-mailed to the address below by 21st June 2021, 4:00 PM Central African Time.
- Expression of interest should be clearly marked in the subject line as ‘‘Expression of Interest for the Design and development of Tax Administration Training Module and delivery of the Training to Low and Middle Management Staff of NRA’’ and the applicant should provide full time contact mail address and mobile phone numbers.
