Consultance : Institut International de Gestion de l’Eau (IWMI) recherche un Consultant en gestion de programme, projet de préparation au GCF du Sri Lanka.
Scope of Work
The consultant will have a two-fold responsibility of providing support to the SL GCF Second Readiness Project and to other programmatic areas of GWP-SAS.
Implementation and Development of the GWP-SAS Water and Climate Portfolio
GCF Readiness Project Management Coordination
- Serve as the GWP SAS’s focal point for day-to-day coordination with the GCF Readiness’s Project Management Unit, under the direction of the GWP SAS Regional Coordinator, and in collaboration as needed with the GWP Global Climate team.
- To ensure on-track, high quality delivery of substantive activities on the ground according to GCF-approved workplan.
- Establish weekly meetings with PMU team to monitor workplan implementation: review work completed and accountabilities, commitments for upcoming period, facilitating wider RWP support as needed on a rapid as needed basis.
- Maintain and update project Risks & Mitigation Measures matrix, revisiting at each weekly PMU meeting.
- Provide updates on SL GCF Readiness at biweekly RWP Programme meetings, including, but not limited to, (i) lining up engagement and inputs of RWP team members for implementation, (ii) alerting RWP on any changes to Risks & Mitigation Measures matrix, (iii) synergizing with delivery of other projects in the country.
- Iteratively review TORs, activity concept notes, intermediate and final deliverables, quarterly reports, and project closure report received from the National Project Coordinator, other PMU members, project consultants. Recommend approval by Regional Coordinator when deemed ready before items are passed on to GWPO for review in the role of Delivery Partner.
- Work closely with NPC to ensure project implementation is on track. Alert Regional Coordinator of any implementation anticipated/encountered challenges and identified solutions, seeking direction from Regional Coordinator, and as needed GWPO Global Climate team, to proactively address such challenges.
- Working closely with the PMU Gender Expert, ensure gender analysis of detailed project workplan is undertaken, and gender and social inclusion expertise is provided to all activities and outputs of this project.
- Work closely with Policy Expert at PMU to ensure fulfilment of project deliverables.
- Work closely with GWP SAS/GWP Finance Specialist to ensure smooth financial management of the technical activities which GWP SAS provides substantive oversight on.
- Participate in capacity building activities offered by the GWP Network, and by global and regional partners, to effectively implement the SL Readiness project.
- Serve as go-to person for GWP SAS on technical aspects of GCF Readiness.
- Support PMU in liaising with NDA and country stakeholders, with the view of raising the profile of the Country Water Partnership, GWP SAS, and GWPO as a GCF Readiness Delivery Partner and cultivate the relationship to initiate another GCF funded project in South Asia.
Other programmatic support
- Provide technical support and backstopping as well as programme implementation for all climate-related projects including GWL, NDC-PAF, water storage in South Asia, etc., identifying, where applicable, potential linkages to GCF Readiness.
- Identify programme development opportunities for expanding the GWP SAS water and climate portfolio.
- Contribute to partnership development and management, and proposal development.
- Guide the Communication Officer monthly, synthesize progress, lessons, and outcomes of GWP-SAS climate projects and activities.
- Prepare technical and corporate communication pieces, learning briefs, and impact stories that feed into GWP knowledge systems such as GWP website and IWRM Action Hub.
Requirements
Interested applicants are required to have the following qualifications and experiences at minimum:
- At least a combined 10 years’ experience in the field of the project management, coordination, concept note developments, monitoring and evaluation,
- Post graduate level qualifications is preferable, in development studies, economics, environmental sciences, climate sciences, sustainable development, water management or related field,
- Familiarity with GCF Readiness and Preparatory Support Program Guidebook a must,
- Experience with the GWP Network is not required but desirable
- Good track record on designing and implementing capacity building workshops,
- Demonstrated experience on facilitating multistakeholder engagement and partnership development,
- Fluency in English. (Speaking, writing, and reading). Knowledge of Sinhala or Tamil is desirable,
- Demonstrated attention to detail and ability to coordinate and manage multiple tasks,
- Excellent analytical and writing skills.
The candidate must be:
- Fully computer literate – skilled in using office applications – MS office (word, excel, power point) and email applications. Well versed in using remote working applications such as Zoom and MS Teams.
- Flexibility, creativity, and effectiveness in working collaboratively in a multi-cultural team environment.
- Proactive approach to meeting deadlines and delivering results with minimum supervision. Proven ability to work as part of a results-oriented team.
