hemonics seeks a Technical Consultant, EV Charging in Sri Lanka and Policy Recommendations on EV Charging Infrastructure for USAID Sri Lanka Energy Program in Sri Lanka. To promote sustainable economic growth and environmental conservation in Sri Lanka, it is necessary to establish a more business-oriented electric vehicle (EV) ecosystem that considers technical developments and regulatory relaxation. Therefore, a concrete base needs to be set up at the initial stage in the long journey of promoting electric vehicle charging stations (EVCS) to accelerate the development of the EV industry. However, progress is still in the early stages of development, and the successful adoption of EV business models in Sri Lanka requires a multifaceted approach that considers the local context, stakeholder collaboration, and innovation. Therefore, this study aims to identify viable business models for EV charging in a global context, including failures and success stories. The study will also examine regulatory involvement in EV charging infrastructure in other countries, as well as international best tariff models and case studies. The purpose of this activity is to provide necessary insights PUCSL (Public Utilities Commission of Sri Lanka) to enforce regulatory framework in setting up direction and guidelines for promotion of EV use in Sri Lanka. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Objectives:

  • Identify trends of most appropriate technologies of EVs and EVCS that suits transportation evolution of the island nation in the global EV technologies
  • Outline corresponding electric grid adoptability and tariff methodologies for EVCS in accordance with the LCLGEP (Least Cost Long Term Generation Expansion Plan) or recommend inputs vice versa. Note the government policy of 70% RE in 2030
  • Identify the monitoring methodologies of EVCS performances (loading patterns, safety, and quality aspects) in other countries

Responsibilities include:

Deliverable 1:

  • Inception report outlining the proposed methodology, work plan, and timeline.
  • Conduct a review on global analysis of the technological development of EVs and other technologies. Determines the viability of EVs and EVCS in the next 20 years with other promising technologies.

Deliverable 2:

  • Interim report on viable business models for EV charging in Sri Lanka and policy advice on charging infrastructure, including policy recommendations and initiatives with respect to the global context.
  • Include a global analysis of viable EVCS business models, including case studies, failures, and success stories, and identify which models are suitable for adoption in Sri Lanka.
  • Conduct feasibility studies for implementing the identified EVCS business models in Sri Lanka, considering factors such as market demand, regulatory environment, and technical requirements.
  • Identify regulatory barriers that hinder the development of EV and EVCS in Sri Lanka and identify the different policy approaches and initiatives taken by other countries to relax the EVCS market and commercialize it.

Deliverable 3:

  • Draft Final report on viable business models for EV charging in Sri Lanka and policy advice on charging infrastructure, Grid expansion and respective tariff methodologies for EVCS including policy recommendations (4 months after contract signing).

Deliverable 4:

  • Final Report after accommodating Commission’s Comments. (5 months).

Qualifications:

  • BSc. or master’s degree in engineering and at least 10 years of relevant professional experience in transport industry and consulting;
  • At least 5 years of experience in EV policy making and implementing;
  • Knowledge of transport modelling relationships of socio-economic relationships;
  • Knowledge EV electricity tariffs and tariff settings;
  • Strong communication and report-writing skills.
