Objectives of the programme
The Department of Communications (DCO) objectives are to:
- – lead the development of the corporate communications plan,
- – drive prioritization and ‘right size’ effort with expected impact for WHO,
- – position WHO as the authoritative and trusted voice on health at the global level through working with technical departments to develop strategies to amplify WHO’s normative work,
- – lead WHO media outreach, incl. crisis/ emergency communication with input from technical departments as well as across all 3 levels,
- – drive all communication to the general public as well as responding to media enquiries,
- – lead on global advocacy (e.g. health campaigns, public health information, donor visibility for resource mobilization),
- – provide digital global production capacity & expertise to support all levels of the organization.
Description of duties
- – Provides leadership and managerial support within the Unit and Department in the area of communications relating to health emergencies, ensuring that activities in this area are carried out efficiently and effectively.
- – Develops, proposes, creates and measures strategies and tactics for implementation through collaboration with divisions, departments and others at Headquarters, and in Regional and Country Offices.
- – Delivers on the team’s objectives through efficient management of a small team, financial resources as relevant, and effective work planning to optimize deliverables in line with the mandate of the Organization.
- – Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of deliverables.
- – Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise.
- – As needed, represents the area of work at various meetings to advocate for WHO’s goals.
- – Ensures best practices are followed in the respective area of work.
- – As part of the global communications strategy for the biennium, and in consultation with relevant Divisions and Departments, develops the health emergencies component and workplan of the global communications plan and other functions as required.
- -Leads on messaging and content production relating to health emergencies ensuring accuracy, coherence, consistency and timeliness.
- – Provides communication support to major events and publications relating to health emergencies ensuring communications plans are developed as needed.
- – In close coordination and collaboration with the News team, engages proactively with the media about WHO’s work in health emergencies as needed.
- – Deploys to provide surge support in emergency-affected settings when required.
Required qualifications
Education
Essential: An advanced level university degree in communications, public health or any other relevant field.
Desirable:
Experience
Essential: At least 10 years’ experience of communications activities involving information and communications projects in media in national and international contexts. Experience developing messaging and communications strategy for multiple-stakeholder partnerships. Considerable experience in developing campaigns, media relations and/or public relations and events. Extensive experience working with and influencing the press and other media as a journalist or spokesperson. Experience in team management. The above mentioned 10 years should include 5 years of professional experience in the management of communications, advocacy, and media. Demonstrated experience managing human and, if relevant, financial resources. Demonstrated experience at the international level.
Desirable: Experience working in health emergencies.

Remuneration
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5701 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
