Key functions and deliverables:
• Support the development and design of evidence-based policies and approaches to optimise how Gavi effectively and efficiently delivers on its mission and goals;
• Conduct analyses and support consultation processes and translate to policy recommendations that are evidence-based and informed by country and other stakeholder views;
• Monitor relevant literature on vaccines, immunisation, global health and other areas relevant to Gavi’s policies.

• Support policy development and/or policy review processes as requested by the Gavi Board and other governance bodies and support the transition from policy to implementation;
• Perform analyses of immunisation, health system, economic and demographic data relevant to the policies under review;
• Conduct literature reviews in areas relevant to the policies under review;
• Develop materials stakeholder consultations on policy development and policy review processes, and analyse results from consultations;
• Conduct research to inform Policy team guidance to implementing teams on interpretation and application of Gavi policies;
• Ensure that policies are appropriately reflected in Gavi documents, such as country application guidelines, operational guidelines etc.;
• Develop concept papers, conceptual frameworks, summary documents and reports as relevant and support the drafting of policy recommendations for Gavi governance processes;
• Work on a diverse range of policy topics such as: Gavi financial support modalities; aid effectiveness; gender equity; immunisation in complex humanitarian emergencies; vaccines and Gavi’s vaccine portfolio prioritisation; aid financing models, country co-financing etc.;
• Scope new and innovative pieces of policy research relevant to Gavi’s operations as relevant;
• Monitor relevant literature on vaccines, immunisation, global health and other areas relevant to Gavi’s operations.Note: The essential functions listed in this section are not exhaustive of the job responsibilities; other duties may be assigned consistently with the department needs.

• Minimum of 5 years of progressive experience working in policy development in global health and development;
• Experience working on complex projects with diverse stakeholders;
• Experience with qualitative and quantitative analysis methods to inform policy recommendations;
• Desirable: experience working in developing countries, preferably in the area of health.

• Self-starter with excellent planning and project management skills, and with a proactive work attitude;
• Excellent analytical and problem-solving skills; a logical thinker with intellectual curiosity and the ability to think strategically;
• Excellent policy mindset, with ability to think laterally and connect dots from evidence to policy to implementation;
• Excellent written (and oral) communication skills, with demonstrated ability to deliver high quality work within tight deadlines;
• Excellent interpersonal skills and ability to work collaboratively with colleagues from a wide range of disciplines and backgrounds; ability to work in a multi-cultural environment;
• Excellent information technology skills (e.g. MS Excel, MS PowerPoint);
• Desirable: knowledge of global health issues, vaccines and immunisation, health systems; familiarity with programmatic and institutional realities in developing country settings; competency in health economic analysis; understanding of epidemiology of vaccine-preventable diseases.

• Fluent in English;
• French and/or other languages desirable.

• Master in public health, health/development economics, epidemiology or equivalent.
