Cadre organisationnel
This position is located in the Energy Industry Section within the Sustainable Energy Division of the United Nations Economic Commission for Europe (UNECE). Under the general supervision of the Director, Sustainable Energy Division, and reporting to the Chief of Section, the incumbent is responsible for supporting the implementation of the programme of work of the Committee on Sustainable Energy and its subsidiary bodies, in particular the Expert Group on Resource Management, and to carry out concrete, result-oriented activities that are to be developed and implemented with the active participation of UNECE member States, representatives from the energy, business, and financial sectors and civil society, international organizations, independent experts and academia.
Responsabilités
Within delegated authority, the incumbent will carry out the following duties:
Economic or sector analysis:
•Monitors developments and trends in sustainable resource management and opportunities to apply the United Nations Framework Classification for Resources (UNFC) in Central Asia.
•Designs and conducts a technical review of assessment reports and case studies on UNFC undertaken by Central Asian countries;
•Develops recommendations pertaining to the application of UNFC in Central Asia and opportunities for sustainable resource management in the region;
•Supports organization of a virtual workshop on priorities and outlook for use of UNFC in Central Asian countries.
Intergovernmental support:
•Provides substantive support on application of UNFC in Central Asia to the Committee on Sustainable Energy and its subsidiary bodies, including the Expert Group on Resource Management;
•Represents the Sustainable Energy Division at international, regional and national meetings when required.
Technical cooperation:
•Designs and monitors technical cooperation projects related to application of UNFC in Central Asia;
•Supports organization of a virtual workshop on priorities and outlook for use of UNFC in Central Asian countries.
General:
•Supports junior staff, reviewing their work and providing feedback;
•Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit;
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service;
•Undertakes on-the-job and other training activities, both internally and externally.
Work implies frequent interaction with the following:
Staff within work unit/section; counterparts in other UN, regional and global development organizations. Senior officials in government, academia and research institutions.
Results Expected:
Prepares in-depth technical assessment report on resource classification and potential for applying UNFC in Central Asia and prepares plan and technical programme of virtual workshop on UNFC in Central Asia.

Formation
Advanced university degree (Master’s degree or equivalent) in economics, engineering, geology, environmental sciences or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Expérience professionnelle
A minimum of seven years of progressively responsible experience in natural resource management, energy and sustainable development is required.
At least one year of experience in the United Nations Common System is desirable.
Knowledge of resource management and classification is desirable.
Demonstrated ability to work across regions, in particular Central Asia is desirable.
Experience in organizing virtual workshops is desirable.
Technical knowledge of and experience in applying the United Nations Framework Classification for Resources (UNFC) to energy and mineral resource projects, including via case studies, is desirable.
Connaissances linguistiques
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise (in-tray exercise) which may be followed by competency-based interview.

- This temporary Job Opening is intended to fill functions of short-term duration. The effective date of the temporary appointment is 01 July 2020. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement.” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
