OBJECTIVES OF THE PROGRAMME

The strategic objective of the Global Malaria Programme (GMP) is to support Member States to adopt WHO’s malaria-related technical recommendations, and to advance implementation of the Global Technical Strategy for Malaria 2016-2030 (GTS). The major functions of the department as identified in the 2019 transformation process are: 1) To play a leadership role in malaria, effectively supporting member states and rallying partners to reach Universal Health Coverage and achieveGTS goals and targets; 2) To shape the research agenda and promote the generation of evidence to support global guidance for new tools and strategies to achieve impact; 3) To develop ethical and evidence based global guidance on malaria with effective dissemination to support adoption and implementation by national malaria programmes; and 4) To monitor and respond to global malaria trends and threats. The role of the Global Strategy& Agenda Setting (STR) team is to shapethe R&D and innovation space, to track the development of tools leading to accelerated and more predictable policy recommendations that achieve burden reduction on the path toa world free of malaria. This is achieved by: i. Identifying unmet public health needs in malaria control and elimination; ii. Ensuring the development and availability of Product Profiles which define the characteristics of tools and strategies needed to overcome the unmet public health needs; iii.Horizon scanning and monitoring malaria product development pipelines to identify gaps and opportunities or needs to acceleratethe development of specific product types; and iv. Engaging with the research and academia community to monitor the development of new strategies to effectively deliver malaria interventions and increase coverage; and v. With aview to informing an understanding ofhow best to deliver the available tools indifferent contexts, supporting the development and execution of prioritized implementation research agendas at regional and national levels.

DESCRIPTION OF DUTIES

Deliver PPCs as follows: Assist in the development of PPCs (malaria vaccines, monoclonal antibodies (mAb), drugs for chemoprevention and drugs for treatment) managing periodic updates to these documents. Work with the DMR team to assist the development of PPCs for malaria diagnostics (e.g. P vivax hypnozoites).Work with the EVC team to assist the development of PPCs for malaria vector control (VC in emergencies, next generation LLINs, GM mosquitoes). The PPCs will be developed according to the standard WHO PPCdevelopment process. PPCs should be reviewed for potential updating every five years which will require follow up for the preparation and processing of a planning document, organizing a technical PPC scientific development committee, drafting of the PPC and managing an open consultation. The end product is a PPC published on the GMP website. Perform horizon scanning, in conjunction with the WHO Health R&D Observatory, as follows: Malaria vaccines, with the support of MALVAC; mAbs, potentially in conjunction with PATH; Vector Control products in collaboration with colleagues from across the department, Organization and VCAG members; Malaria drugs across the department and the, R&D Observatory; Malaria diagnostics in collaboration with departmental colleagues. The product of these activities will be a series of summaries available on the GMP website presenting an overview of current R&D pipelines for malaria product development. These summaries should be reviewed and updated every six months.Drafting of an overarching report summarizing the state of malaria R&D and the extent to which the current pipeline can deliver the tools that are needed. This will summarize which tools are needed, based on the PPCs, and what tools are expected to be available, and when. The report should draw attention to areas which merit further investment to accelerate the availability of key products. This report should be reviewed and updated every three to five years. The timing of updates should consider GTS milestones such that updated R&D needs, associated costs and time frames can be captured. Serve as the MALVAC secretariat technical focal point, ensuring adequate liaison within the department, across the Organization and with external partners.

REQUIRED QUALIFICATIONS

Education

Essential: First level university degree in epidemiology, public health, a relevant science or related field.
Desirable: Masters or PhD level degree in epidemiology, public health, a relevant science or related field.

Experience

Essential: At least five (5) years’ experience in a product development partnership, public health organization, academia, private industry or a combination of these organizations. At least two (2) years’ experience developing documents involving a consultative process.
Desirable: Experience in the development of products for malaria control. Experience documenting or evaluating investment needs for disease-specific product development. Project management experience

Skills

Broad understanding of malaria,clinical trials, product development, regulatory and policy pathways. Ability to interact with technical experts in public health organizations,governments, academia, industry and product development partnerships. Ability to rapidly appraise and summarize information from a diverse set of sources. High quality scientific writing, reporting skills and strong experience indeveloping and editing proposals, documents, technical reports and communication materials. Results-oriented management style, self-starter and excellent consultative and organizational skills. Demonstrable collaborative mindset, adaptable to team environment,willingness to work independently.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4326 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
