Job Purpose
To manage, coordinate and lead in the implementation of Oxfam KEDV’s quality, gender-sensitive, accountable, safe and impact-focussed protection programme in Hatay or Kahramanmaraş provinces, ensuring integration with all sectors (FES and WaSH) including community participation and consultations in an emergency programme. The work will involve technical advisory and capacity building to staff and partners for the immediate emergency stage and the implementation of protection activities required to reduce the protection risks of the people affected by the emergency.
Dimensions
- Managing and delivering protection programmes through technical support to protection staff and programmes and working with local partner in Hatay or Kahramanmaraş.
- Capacity building on protection for Oxfam KEDV and partner staff.
- Managing/ supervising resources within defined boundaries or a specialist area, which include people, assets and budgets.
- Diverse and complex problem-solving, requiring professional knowledge field experience and an understanding of humanitarian and disaster risk reduction work.
- Make complex technical information accessible and usable by non-specialist.
- Create opportunities to develop work within a framework plan.
- Short, medium- and long-term planning is required in the context of changing priorities and context.
- Information sources are diverse, ranging from academic research to data collection in programme and non-programme areas and often requires a judgement on credibility and accuracy of the information.
- Work patterns are not routine and often high pressure.
- Experience of humanitarian work gained in professional work inside and outside Oxfam is essential
- Develops effective networks within Oxfam and with appropriate external bodies.

Key Responsibilities
- Conduct protection assessments and contribute to protection analysis (including aspects of conflict analysis, gender, and risk management) and prepare monthly protection analysis reports to the Protection Coordinator
- Support recruitment of protection staff (protection officers, assistants, volunteers).
- Manage and lead a team of protection staff for the implementation of protection activities ensuring that safe programming risk analysis is completed and mitigation measures are adopted
- Provide guidance to the protection teams in applying protection and gender minimum standards
- Mentor the protection officers, assistants and volunteers in protection
- Provide technical advice to and mentor women’s cooperations and other partner organisations
- Undertake field site visits to monitor the programme progress and provide guidance and support
- Represent Oxfam KEDV at district level for protection and actively participate in meetings/dialogues
- Coordinate and engage with other stakeholders such as community leaders, local leadership, district authorities, etc.
- Carry out Monitoring & Evaluation to assess and evaluate the impact of the project on people we work with and surrounding environs.
- Work closely with members of other teams incl. PHE, PHP EFSVL, Protection, Gender, etc and other relevant agencies on the ground.
- Provide hands-on support and leadership in the implementation of protection interventions including capturing best practices, lessons learned, case stories, key data collection/ preservation/ analysis/ synthesis etc.
- Support MEAL processes and activities, and report progress of project activities against targets and specific output indicators
- Actively participate in Oxfam’s internal Peer Protection Group and contribute to Oxfam’s global strategic thinking on protection
- Line management of protection officers, assistants and volunteers
- Other responsibilities as required.
Specific Tasks include:
Assessment, analysis and programme/activity design:
- Lead and or participate in rapid needs assessment in Oxfam KEDV’s targeted and potential new areas of emergency intervention as directed by the line manager
- Participate and where appropriate join in multi-sectoral assessment team and specific technical assessment on protection.
- Lead the regular participatory protection monitoring and assessments, using as much as possible an age, gender and diversity approach, in order to fully understand protection concerns and priorities.
- Lead team/support partners in defining protection activities in line with the rapid need assessments and as per other relevant assessments.
- Submit a monthly protection analysis report to the Response team leader and regular updates as required.
Coordination and representation:
- Represent Oxfam to other protection agencies and authorities, including the Protection Sector or Working Group where this is operating, and if requested provide briefings to other Oxfam departments (Media, Advocacy and Policy) teams in agreement with the area manager.
- Convene regular coordination meetings with protection actors to discuss key issues, record key progress and report upwards
Implementation:
- Initiate and supervise protection activities in the field. This may involve routine field monitoring visits, assessing protection trends and mobilising communities around protection.
- Contribute to the development of culturally appropriate information channels and materials.
- Take lead in facilitating protection activities and ensure community engagement throughout project implementation.
- Promote the inclusion of cross cutting issues within programming, including gender mainstreaming, feminist principles, safe programming, local humanitarian leaderships and community engagement.
- Provide guidance to the protection officers and partners in disseminating clear and reliable information on service provision and other pre-selected key topics when opportunity arises during meetings with community volunteers, protection monitoring and assessment.
Management and Capacity building
- Manage staff reporting to the position and objectively manage performance and conduct appraisal and capacity building both to partners and Oxfam KEDV staff.
- Ensure that all staff reporting to this position are aware of and abide with key internal and external protocols and principles (e.g. Red Cross Code of Conduct, ICRC Professional Standards for Protection Work, Oxfam KEDV’s Code of Conduct)
- Ensure management of project and activity budgets as required.
Reporting and communication
- Contribute to donor reporting, budgeting and the development of new proposals when required
- Write regular reports adhering to Oxfam KEDV reporting formats at intervals to be decided by the line manager
- Lead in preparation of reports on a regular basis
Technical Skills, Experience & Knowledge
Essential
- Strong conceptual and practical understanding of protection issues and approaches in humanitarian contexts, including the constraints, sensitivities and risks associated with such work
- Proven involvement in humanitarian and protection response work, preferably in a protection role in insecure and complex environments.
- Proven experience in the provision of technical advice and support to field programs, and skills in staff and partner development, mentoring, and training
- Strong understanding of protection standards, key sectoral issues and processes including advocacy for protection
- Demonstrable understanding of the gender dynamics of protection work and ability to implement protection activities with an emphasis on the gendered aspects of conflict, violence and abuse
- Excellent influencing and negotiation skills. The ability to work independently as well work as a team player – supporting other departments is essential
- Solid understanding of monitoring and learning processes
- Proven analytical skills and strategic thinking, ability to apply professional and ethical standards to data collection and analysis processes, and research
- Excellent verbal and written communication skills, including high-level interpersonal, influencing, negotiation and representational capabilities.
- Able to live and work in remote and logistically challenging operations and in a multi-cultural environment; with a high level of self-reliance, adaptability and initiative
- Ability to advise and get support remotely.
- Graduate qualification in law, international relations, politics or other relevant area; or equivalent experience
- Initiative, drive to achieve results, working with others, organisational awareness, respect for others and self-awareness.
- Fluency in written and spoken English essential.
Desirable
- Understanding of Oxfam’s approach to and role in protection work including advocacy and campaigning;
- Fluency in written and spoken Turkish.
