Background
The project “Enabling an Effective National Adaptation Plan (NAP) Process for Tajikistan” addresses identified gaps and barriers to implementation and is consistent with the Government of the Republic of Tajikistan’s vision for the NAP process. The project is also consistent with Tajikistan’s national development policy framework, and hence will contribute to the mainstreaming of climate change adaptation into national and sectoral development plans.
The project has three outcomes, each consisting of three sub-outcomes, which are in turn each implemented by a number of activities. The project is designed to coordinate closely with other ongoing and planned adaptation measures, and to provide a structure by which the lessons learned from those initiatives can be institutionalize into ongoing planning for climate change adaptation in Tajikistan. Lastly, the project is designed to ensure broad stakeholder engagement and involvement, focusing particularly on especially vulnerable groups.
The overall goal of the project is to establish the institutional arrangements and human/institutional capacities to develop and execute National Adaptation Plans (NAP) to implement Tajikistan’s National Climate Change Adaptation Strategy (NCCAS).
The result of the project will be the establishment of the institutional arrangements which will empower the Committee for Environmental Protection under the Government of the Republic of Tajikistan (CEP) to lead the process of translating the country’s adaptation priorities as articulated in the NCCAS and other documents into implementation plans.
As part of the NAP process, the project will also capacitate responsible agencies for the four priority sectors which have been identified by the Government of the Republic of Tajikistan as being particularly vulnerable (energy, water resources, transportation, and agriculture) and advance mainstreaming of climate change adaptation considerations in these agencies. The agencies will also develop sectoral adaptation plans, which will be compiled as part of the national NAP.
Lastly, the proposed project will address barriers and gaps with respect to financing of priority adaptation measures and implementation capabilities at the subnational level. By addressing these barriers and gaps the project will begin to establish the enabling conditions which will allow for the NAP to be effectively implemented.
This position will focus on enhancing the capability of the Committee for Environmental Protection under the Government of the Republic of Tajikistan (CEP) and the Agency for Hydrometeorology to fulfill their duties as the agencies responsible for steering the NAP process in Tajikistan. NAP process will serve as the implementation mechanism for the National Climate Change Adaptation Strategy (NCCAS). The NCCAS calls for the CEP to “ensure integration of climate change concerns into overall national planning through coordination with the relevant ministries, departments, and government agencies.”
Duties and Responsibilities
Under the overall guidance and supervision of the Project Manager, the Project Climate Change Officer will be responsible for the overall support of implementation of the project Activity 1, performing a variety of standard operational services within the project framework ensuring high quality and accuracy of work.
Ensure effective Technical Support to the Project focusing on achievement of the following results:
- General oversight of the implementation of the project activities implemented under Activity 1;
- Providing assistance to the project stakeholders in developing the sectoral adaptation plans;
- Oversight of the implementation of capacity building initiatives on strengthening the climate change adaptation planning to implement the National Climate Change Adaptation Strategy;
- Oversight of the implementation of works of contractors under Activity 1 in terms of timely and complete supply of deliverables;
- Upon request of the Project Manager (PM) to participate and make presentations in conferences, working meetings, round-table discussions, etc.
Ensure effective Programmatic support to the Project, focusing on achievement of the following results:
- Assist in collecting, compiling, and providing information when required as well as provide assistance and support to Project Management team in preparation of project briefs, presentations, reports;
- Assist in preparation of Note Verbal and other official correspondence to all relevant project partners;
- Provide support to fostering and strengthening partnerships and cooperation with project stakeholders, relevant international organizations, international and local financial institutions, state institutions and CBOs/NGOs;
- Assist in facilitation of in-country mission visits of International and Regional experts, including assistance in preparation of mission agenda, setting up/confirming meetings with relevant project partners;
- Contribute to preparation of written materials, Press Releases, reports as per the requirements of UNDP, Government and GCF, briefing notes, outcome board materials within the assigned area.
- Assist in taking notes/minutes at meetings and ensure follow up;
- Support the Project Management team in communication with various agencies involved in the project implementation on all types of activities specified in the project work plan;
- Support in planning and follow-up of project knowledge management and awareness raising activities.
Ensure effective Project implementation support under Activity 1, focusing on achievement of the following results:
- Provide assistance in planning, implementation and monitoring of activities;
- Assist in drafting outreach materials, including fact sheets, infographics, information for webpage;
- Provide necessary support in organization of seminars, press conferences, workshops, board meetings and other project related activities;
- Support to project manager and admin/finance assistant in making logistical arrangements for missions and expert visits.
Ensure effective support in Knowledge building and knowledge sharing of the Project, focusing on achievement of the following results:
- Support project advocacy campaigns by compiling and synthesizing relevant background material for use in discussions and public events;
- Assist Project Manager in establishment and maintenance of database of donor organizations, development partners and other national agencies and ministries and provide assistance in organizing and conducting meetings with development partners, donors, and national counterparts;
- Ensure effective dissemination of, and access to information on project activities and results and supporting the project outreach and PR activities in general.

The direct supervisor is the Project Manager for UNDP/GCF Project “Enabling an Effective National Adaptation Plan (NAP) Process for Tajikistan”.

Required Skills and Experience
Education:
- Master’s degree in Energy, Water Resources, Development Studies, Natural Resource Management, Social Sciences, or any relevant field.
- Bachelor’s degree with 2 years of qualifying experience can be accepted in lieu of Master’s degree.
Experience:
- Minimum 2 years (with Bachelor’s degree) of experience in providing technical and/or administrative and/or financial support to the programs/projects focused on climate change, GHG Emissions, Water resources, Energy, UNFCCC, IPCC, or relevant fields.
- Experience in providing support to internationally funded programs/projects is an asset.
- Experience with UNDP is a strong asset.
- Relevant experience on projects, preferably in renewable energy, water resources, natural resource management, rural development, or other related fields is an asset.
Languages:
- Fluency in English and Russian.
- Fluency in Tajik is a strong advantage.
Required skills:
- Good knowledge of climate change adaptation planning.
- Experience in developing the climate change strategic documentations.
- Climate change adaptation training experience.
