Position summary
The Chief of Party (COP) will be the primary point of contact with the USAID/Tajikistan Mission with regard to day-to-day activity implementation and management matters relating to the Agreement. The Chief of Party must have overall responsibility for assuring that all assistance provided under the award is technically sound and appropriate for the program needs to be addressed and for adequately managing and supervising the work of all staff under the award.
The COP will be responsible for overall technical leadership, management, and operations of the activity. They will ensure that the project’s goals, objectives, and strategy are achieved and that contractual requirements are met on time and within budget. The COP will take a leadership role in coordination of all activities across all relevant parties, including the donor and partners for the project. They will also oversee all project staff and sub-partners to results-oriented planning, leadership, and coordination of project activities and products. This individual will possess significant experience managing and overseeing USAID projects, preferably in the economic development sector.
PRIMARY DUTIES AND RESPONSIBILITIES
- Ensure high-quality, results-oriented technical programming through hands-on guidance and support grounded in the program’s strategic objectives and approved annual workplans and adhering to expected technical quality and reporting requirements.
- Provide overall management, strategic direction, and leadership to the project to achieve expected project goals and results within budget and timeframe.
- Conduct regular monitoring and mentoring visits to local partners and ensure high-quality implementation under this award.
- Serve as the principal liaison with stakeholders, responsible for reporting program results to stakeholders and cultivating and maintaining a positive relationship with stakeholders and local staff.
- Ensure compliance with USAID and AKDN policies and procedures, donors, USG, and local laws, regulations, policies, and procedures.
- Manage project budget to meet expected results, ensuring cost-effective use of donor and Pact resources.
- Oversee project staff and help partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
- Hire, supervise, and mentor project staff.
Minimum qualifications
- Master’s degree in agribusiness development, economics, business administration, project management, political science, international development, or a related field.
- Minimum ten (10) years of professional experience, with progressively increasing responsibilities and duties in a field related to the successful implementation of the project, such as agribusiness, market systems development, value chain development, and/or private sector capacity building for improvement of market systems in countries with similar context to Tajikistan.
- Proven technical expertise using market systems and facilitation approaches to strengthen the private sector, including at least eight years of senior-level management experience working on international donor agency-funded projects on private sector development. Familiarity with USAID’s approaches to market systems and small/medium enterprise development approaches.
- Demonstrated experience in developing and maintaining strong relationships with government agencies, international donor agencies, and private sector stakeholders in managing complex activities involving coordination with multiple program partner institutions.
- Proven success and exceptional leadership in the design, management, implementation, monitoring, and evaluation of similar sized international donor-supported programs, with skills in strategic planning, management, supervision, and budgeting.
- Strong communication skills, including both written and oral presentation skills; proven ability to develop and communicate a common vision among diverse public and private partners.
- Demonstrated ability to communicate effectively in English, both verbally and in writing. Knowledge of Russian or Tajik languages is an asset.
