Duties and Responsibilities
Summary:
- Plan, analysis, design, development, and implementation of the solution architecture of national digital services with a focus on data protection, interoperability, and data exchange
- Provide advisory to capacity development by coaching government ICT focal points as well as by collaborating with ICT industries on all issues related to ensuring proper function of the e-service systems
- Closely work with digital service projects in relevant ministry when necessary to guide them in technology management issues.
Under the overall guidance of Team Leader Governance, Rule of Law and Human Rights and under direct supervision of the Project Manager, the Project Analyst on IT Technology and Interoperability will work in close collaboration with the project team and CO programme and operations clusters, and will have the following duties and responsibilities:
- Plan, analysis, design, development, and implementation of the solution architecture of national digital services with a focus on data protection, interoperability, and data exchange:
- Coordinate and manage different analysis, design study, develop approach of architecture principles, standards, guidelines, reference models etc. for establishment of digital service frameworks and digital solutions.
- Guide the software engineers/team members conducting thorough study to identify the best technology options for project stakeholders.
- Ensure that the technological needs of the state institutions is properly incorporated in the plan, design and implementation of the technology solutions
- Develop project plan for technology solutions in terms of cost, time, quality, risk, benefit, and scope
- Coordinate with project team and leading agencies for service implementation and result creation.
- Lead in system study and preparing all types of standard technical specification in different Software Development Life Cycle phases like URS, SRS, and Test case etc. Ensure the scalability, interoperability, and security of the technology solutions.
- Manage integration among different e-government solutions with enterprise architecture or solutions platform and implement.
- Identify and incorporate latest technological advancement in the product /output by updating personal skills through R&D, self-learning, self-validation, and self-motivation.
- Guide development team to ensure the scalability, interoperability, and security of the technology solutions.
- Manage integration among different e-government solutions with enterprise architecture or solutions platform and implement.
- Monitor and manage vendor’s activities regarding systems analysis, design, development, deployment, and maintenance.
- Provide technological guidance to team members in critical decision making and best practices.
- Provide advisory to capacity development by coaching government ICT focal points as well as by collaborating with ICT industries on all issues related to ensuring proper function of the e-service systems:
- Guide government ICT focal points as well ICT industries’ focal points to increase their capacity in whole-of-the-government approach especially in e Gov solution technology management, system integration, architectural compliance, and data protection.
- Manage continuous support for ensuring proper function of the e-service systems by coaching government ICT focal points.
- Closely work with digital service projects in relevant ministry when necessary to guide them in technology management issues:
- Provide technological guidance to the relevant ministry/agencies for digital service development management and their technology framework development.
- Provide advisory services in developing policies and preparing budgets for technology solutions.
- Any other relevant tasks assigned by the Project Manager.
Required Skills and Experience
Education:
- Master degree from recognized University on computer science, software engineering, information and communication technologies (ICT), mathematics, business administration, management or related areas.
- Bachelor’s Degree in combination of two years of relevant experience may be taken into the consideration in lieu of the Master’s degree.
Experience:
- Proven professional experience in provision of technical advice in the area of information and communication technologies, software engineering, digitalization including in management/supervisory roles with Master’s degree desired;
- Minimum 2 years of proven professional experience in provision of technical advice in the area of information and communication technologies, software engineering, digitalization including in management/supervisory roles with Bachelor’s degree is required.
Required skills:
- Proven ICT skills with proficiency with office software packages, experience in handling web-based management and knowledge management;
- Knowledge of IT coding language(s);
- Ability to collect and analyze data.
Languages:
- Fluency in both verbal and written English and Tajik languages is a must;
- Knowledge of Russian language is a strong advantage.
