The objective of this assignment is to meet and address recommendations of the CEDAW Committee and considering the need to offer to a beneficiary various support and service options and integrate existing services to act in a coordinated approach, UN Women will hire GBV/EVAW National Consultant for designing the referral and cooperation scheme of the main actors in 3 target districts (Istaravshan, Varzob, Shahritus and partially Dushanbe) of the GBV Prevention and Response project design integrated response mechanism, which includes key State and non-State partners, as well as catalyzing strengthening of the NGOs’ and Crisis Centers’ coordination and collaboration.
Duties and Responsibilities
Under the supervision of the UN Women National Portfolio Coordinator, the consultant will perform the following tasks, that include but are not limited to the following:
- Identify existing State and non-State service providers and district level pathways for prevention and response to GBV/EVAW, including in the context of COVID-19 in three targeted districts (Istaravshan, Varzob and Shahritus) and partially Dushanbe.
- Assess and suggest (if relevant) other key stakeholders to address GBV in pilot districts, especially in the context of COVID and outline the scheme of logically linked actors of the GBV/EVAW referral mechanism at the target districts level – Istaravshan, Shahritus, Varzob and Dushanbe, when it is deemed that national level is required.
- Suggest coordinated internal response actions of the elements of referral mechanism to support women and girls – GBV survivors or those at-risk, with special attention to actions to be undertaken for protection of the rights of women and girls.
- Provide description of the concrete internal and external response actions for each actor that will guide primary duty bearers and service providers on how to respond to GBV cases and to guide the victims/ survivors of GBV, on where to seek assistance and what services are available at different referral points, including in the context of COVID-19 (like alternative communication ways and prevention steps on coronavirus spreading);
- Conduct trainings on the developed product, mobilize all actors/participants and strengthen their capacity to use the referral mechanism in 3 targeted districts, including Dushanbe. Conduct per 1 day training in 3 target districts (Istaravshan, Shahritus and Varzob) and 2 days training in Dushanbe.
- Present the results to UN Women and their key partners (possibly, during zoom or skype meeting).
Required Skills and Experience
Qualifications:
Education:
- University degree on gender studies, social development, social studies, legal studies, human rights or related field
Working Experience:
- A minimum of 3 years of experience in the area of gender-based violence (GBV), EVAW and related themes
- Knowledge of the UN CEDAW Convention
- Working knowledge of business processes of state structures and services on their operational ability to respond to GBV, f. ex. system-wide principles to respond to incidents, protect victims, and investigate and refer cases.
- Prior experience in the work environment of an international agency, NGOs, UN, or international institutions.
Knowledge of languages:
- Proficient knowledge of Tajik and Russian languages, English language is an asset
