ESSENTIAL FUNCTIONS
- Oversee the management of field office operations and carry out periodic monitoring visits to the camp offices.
- Oversees the development and implementation of program plans, staff work plans, program reports and budgets, ensuring effective implementation and achievement of priority initiatives and activities.
- Supervise field coordinators and actively be involved in provision of feedback and resolution of problems/challenges during program implementation.
- Review and advise on current programming models ensuring technical excellence to enhance HIAS’ services to refugees
- Promote a strong coordination with field offices and be the focal point for coordination of support departments between the Field Offices and the Main office in N’djamena.
- Participate in program coordination meetings to identify needs and trends for purposes of identifying strategies to enhance the attention of such cases.
- Supporting resource allocation on the area in line with Country Budget and available donor budgets.
- In line with HIAS guidelines coordinate and align operational support at the Area level, ensuring procurement plans and spending plans for each project are in place.
- In collaboration with the Security Manager, ensure that the Security contingency plan for the area is updated regularly.
- Identify, initiate, and follow up on advocacy issues at area level in close coordination with the Advocacy Manager and Country Director
- Ensure support functions are managed according to HIAS policies.
- Create and foster an environment of learning and growth
- Monitor and report to the Country Director and Human Resources Manager any violations of Personnel policies and Code of Conduct
- Support staff to ensure high levels of motivation, commitment, capacity, and teamwork in support of successful program implementation.
- Support HIAS Operational Framework on Accountability to Affected populations
- Oversee the implementation and application of HIAS’ standard operating procedures are done in line with HIAS’ policies on safeguarding to beneficiaries’ children, adults and staff.
- Oversee implementation of identified risk mitigation measures, including compliance spot checks in line with anti-corruption risk mapping.
- Performs other duties assigned.
QUALIFICATIONS & REQUIREMENTS:
- Graduate degree in respective area, Master’s degree preferred.
- A minimum of 9-11 years of working experience with an INGO
- Minimum of 5+ years in Management with responsibilities in multiple field offices.
- Working experience in camp and remote settings.
- Working experience in Protection, MHPSS, Gender and GBV, Economic Inclusion, Shelter Food Security will be a distinct advantage
- Knowledge of Accountability to Affected Populations framework
- Excellent organizational and problem-solving skills required.
- Responsible, Professional and with Integrity
- Ability to work with people from different culture settings.
- Ability to work effectively with teams.
- Excellent interpersonal, written and oral communication skills.
- Experience working with vulnerable populations, especially refugees or asylum seekers.
- Fluency in English (oral and written).
- Knowledge on Computers; Ms-Office, Email and Internet.
