Context :

The wider Lake Chad region, consisting of the regions of Lac, Kanem and Barh el Gazal in Chad, are continuously exposed to a myriad of displacement factors, including violent clashes, military counter-action, as well as significant reduction of agricultural land due to climate change induced shrinking of the Lake Chad.

In response to this situation, IOM Chad, with funding from Korea International Cooperation Agency (KOICA), is implementing a community stabilization project addressing root causes of displacement, including provision of access to socio-economic infrastructure, ID cards, alphabetisation courses, livelihood opportunities and dialogue fora. In addition the project aims to address Gender-Based Violence (GBV) through a holistic psychosocial support approach.

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Project Manager, and in close collaboration with other project teams operating in the wider Lake Chad region, the successful candidate will assess, synthesize and contribute routine elements for the implementation of the KOICA project.

Core Functions / Responsibilities :

  1. Provide daily support to the project implementation of the KOICA project by compiling general background information on various factors, designing and drafting supporting charts, schedules, graphs and tables, coordinating the collection and verification of documents, and providing administrative assistance ;
  2. Support the Project Manager managing the different project components in the field through direct supervision of field-related activities within the area of assignment. Bring challenges or problems to the attention of the Project Manager ;
  3. Check and track adherence to the workplan and support the direct liaison with local authorities in line with the workplan as required ;
  4. Support monitoring and evaluation exercises in the field and check that highlights are directly shared with the PM for troubleshooting as required ;
  5. With guidance, support the administrative management of the assigned field office, including the timely and coherent reporting on Operation advances and preliminary liaison with service providers ;
  6. Within delegated limits, represent the project at field level to the different working groups ;
  7. Support the facilitation of monitoring visits of donor, steering committee and others ;
  8. Attend frequent field verification missions as delegated by the Project Manager for learning and development purposes ;
  9. Compile data and information to support communication and outreach activities as delegated by the Project Manager ;
  10. Provide routine administrative and logistical backstopping support to different project components as required ;
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in International Relations, Human Rights, Peace and Conflict Studies, Social Sciences, Agricultural Engineering or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience :

  • Significant experience in working in community stabilization ;
  • Prior managerial experience on psychosocial programming a distinct advantage ;
  • Significant experience with rural development, ideally in the field of productive asset management ;
  • Experience in challenging hardship posts ;
  • Experience in mentoring and staff development ;
  • Significant experience in application of IOM rules and procedures, especially concerning administration and procurement ;
  • Experience with project development and donor liaison.

Languages :

  • IOM’s official languages are English, French, and Spanish ;
  • For this position, fluency in French and English is required (oral and written). Working knowledge of Korean and/or Arabic is an advantage.

  • Duty stations will be in Baga Sola or Moussoro ;
