Context :

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Resources Management Officer (RMO), the successful candidate will be responsible and accountable for providing financial, reporting and budgetary services support for the Country Office in accordance with IOM financial regulations, rules and procedures.

Core Functions / Responsibilities :

  1. In coordination with CoM and RMU (Resource Management Unit) team, strengthen internal controls by reviewing, documenting and streamlining approval process including control of accounts and cash management ;
  2. Track expenditures, check and verify financial transactions, including exra-budgetary income in accordance with IOM rules, regulations, policies, procedures and accounting practices; and escalate any inconsistencies to RMO ;
  3. Monitor financial exception reports for unusual activities, verify payments and transactions and investigate anomalies or unusual transactions. Provide appropriate information to senior management on potential issues with financial or operational risk when satisfactory information is not obtained ;
  4. Check compliance of operations with IOM rules, regulations and policies, and facilitate the implementation of corporate strategies, and monitoring of achievements of results ;
  5. Facilitate Implementing Partner (IPs) finance briefing and support capacity building of IPs to enhance financial reporting. Perform IP verification visits as necessary ;
  6. Support Project Managers and RMU team by checking the mission’s compliance with IOM and donor’s rules, regulations, policies and strategies; and contribute to the proper design and functioning of the financial resources management system ;
  7. Support in reviewing the critical processes and methodologies which the mission performs by providing inputs to the Senior Management, RMO and Finance staff to enhance processes and facilitate proper record keeping and response to Audits ;
  8. Assist with audits and verifications and other ad-hoc reports and ensure that required documentation is available in a timely and effective manner ;
  9. Perform preliminary analytical reviews and continuous monitoring of quality of services and process controls ;
  10. Review existing business processes and propose improvements to higher-level staff to improve efficiency of operations and full utilization of the ERP system ;
  11. Ensure adequate application of IOM’s administrative instructions and application of internal control procedures to safeguard the Organization’s assets, control cash and prevent fraud. Alert the supervisor in a timely manner of unusual or irregular transactions, and of any delays impacting timely reporting ;
  12. Apply various systems and tools to ensure adequate internal controls and zero tolerance for misconduct throughout projects implementation ;
  13. Coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures ;
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Finance, Accounting, Administration, Economics or a related field from an accredited academic institution with two years of professional work experience in related field; or
  • University degree in the above fields with four years of relevant professional experience ;
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience :

  • Experience in finance, accounting or financial and operational management services ;
  • Experience with ERP systems (SAP) is highly desirable ;
  • Experience in Financial planning, project accounting, audit is highly regarded ;
  • Experience with international institutions coupled with experience with public sector accounting standards (IPSAS) and/or International Financial Reporting Standards (IFRS).

Skills :

  • Knowledge of IOM/United Nations (UN) regulations, policies and procedures ;
  • Ability to prepare concise and clear reports ;
  • Ability to analyse data ;
  • Good organizational skills.

Languages : IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
