How can you make a difference?
I. Support to programme development and planning :
- Provide technical input and review on the gender components in key funding proposals and submissions and in the design of funded programs so that gender technical components are clearly defined, and technical capacities are included ;
- In collaboration with Section’s colleagues and the Country Office Gender Specialist, identify the areas of focus for gender programming/projects with the greatest potential for impact and scale, in alignment with the GAP and the country/regional priorities ;
- Collaborate with the Country Office Gender Specialist and the Monitoring and Evaluation Specialist to support indicator identification, measurement and performance tracking and strengthen the collection and use of data disaggregated by sex, age, disability specially in emergency situations ;
- Support gender integration, girls and women empowerment and inclusion throughout programming with a special emphasis on protection risks associated with participation of specific groups in education ;
- Act as technical lead/writer on gender and inclusion for the Section’s donor and annual reports.
II. Program management, monitoring and delivery of results :
- In collaboration with the Section’s specialists and officers, develop a plan for the implementation of key components of the MYRP such as the additional psychosocial component for children ;
- Oversee the implementation of the MYRP’s activities linked to adolescents’ girls including the creation of girls’ clubs and the development of training modules on psychosocial wellbeing, gender-based violence, sexual and reproductive health and HIIV/Aids ;
- Work closely with implementing partners on the identification and selection of children with disabilities (by type of disability) and the implementation of the individual support and individualized education projects for children with disabilities ;
- In synergy with the WASH Section and the relevant divisions of the MENPC, undertake and manage the provision (internationally and locally) and the distribution of MHMs kits to adolescents’ girls in the targeted areas ;
- Work closely and collaboratively with the Supply Unit, engineers and external partners to identify sites for various constructions of preschool centers and Child Friendly Spaces and monitor the public tender procedures, the drafting of the LTAs, and the overall process of the constructions until the definitive reception of the work ;
- In collaboration with the Country Office Gender Specialist, recruit and oversee the work of the international consultant in charge of conducting the gender analysis at national level and in charge of the various trainings of the Gender Unit and central and decentralized levels staffs ;
- Organize training for implementing partners (MENPC, NGOs, etc.) on the mainstreaming of disability, gender and psychosocial support in planning, monitoring, evaluation and advocacy actions ;
- Support the implementation of the Gender Action Plan of the MENPC.
III. Technical and operational support to programme implementation :
- Provide guidance and/or quality control to proposals and project designed by implementing partners, particularly regarding gender-sensitive and gender-responsive approaches, and social inclusion ;
- Provide technical support and guidance to national government, NGOs, and other country-level and local-level partners on aspects of gender programming and to ensure incorporation of gender indicators and measures in programmes/projects, policy initiatives, proposals, and M&E systems ;
- Organize and facilitate regular technical meetings with the MENPC and partners to assess the progression of the implementation, share information among partners and stakeholders and identify issues/ bottlenecks and propose alternative solutions ;
- Undertake field missions to monitor the implementation of the programme, draft human-interest stories to share with the Communication Section and support documentation and sharing of the experience of the MYRP in gender programming and lessons learned.
IV. Advocacy, networking and partnership building :
- Represent the Section at sectoral, country-level and regional-level network meetings, and ensure best practices on gender programming according to GAP principles are highlighted in these forums ;
- Support mapping of potential new partnerships and leverage existing partnerships to accelerate GAP implementation at the country level in determined priority areas.
V. Innovation, knowledge management and capacity building :
- Support documentation and sharing of the country-level experience in gender programming and lessons learned, which will be shared with internal network and external partners ;
- Supports the assessment and identification of gender needs for emergency preparedness and response and provides gender relevant guidance and technical input on emergency programming.
To qualify as an advocate for every child you will have…
Education : A University Degree in education, economics, psychology, sociology or other social science field is required.
Work Experience :
- A minimum of one year of professional experience in programme planning, management, and/or research in education is required ;
- Relevant experience in program/project monitoring and evaluation in a UN agency or organization is an asset ;
- Strong demonstrated experience in proposal and reports writing required. Proven ability to synthesize and powerfully convey messages and good knowledge and understanding of UNICEF programmatic work and principles will be an advantage ;
- Excellent organizational and analytical skills, with close attention to detail ;
- Solid experience in the usage of computers and office software programmes and experience in handling web-based management systems ;
- National work experience ;
- Background/familiarity with emergency situations would be an asset ;
- Experience working in a developing country is considered as an asset.
Language Proficiency : Fluency French. Knowledge of English is required. Knowledge of the local Arabic would be an added advantage.
