Project Overview and Role:
The Australian Government’s ‘Partnerships for Recovery’ aid policy responds directly to the additional development challenges created by COVID-19 in the Indo-Pacific region. The response focuses on three vital areas: health security, stability and economic recovery, but will shift as the crisis evolves.
In the immediate term, the Australian Government will be supporting partner countries to prepare for and respond to the health crisis through delivery of essential services and helping to cushion against immediate economic impacts. In the short to medium-term, we will work with governments to facilitate an uplift in economic activity, while continuing to strengthen health security and systems. In the medium to long-term, we will contribute to stability and economic recovery.
The new Workforce Development Program Timor-Leste (WDPTL) will support these objectives, primarily through supporting economic recovery in Timor-Leste through skills and tangible jobs, but also through high level Australian qualifications (scholarships) in targeted areas. WDPTL has two Components: Scholarship and Alumni Support (SAS), Labour Mobility Support (LMS); and a flexible facility which can respond to DFAT and Timor-Leste’s emerging workforce development needs.
The goal of WDPTL is ‘A skilled workforce to support Timor-Leste’s post COVID economic recovery’.
The four End-of-Program Outcomes (EOPOs) are:
- Government is effectively managing Australian labour mobility schemes ;
- Training institutions deliver accredited, high quality training courses (for local and international work) in collaboration with industry ;
- Government policies and plans prioritise activities and budgets to create effective employment pathways for Timorese men and women ;
- Program beneficiaries utilise their skills, knowledge, experience or income.
Purpose of Position:
The Media and Communications Consultant will assist WDPTL to develop specific communication campaigns and deliver communications training as well as supporting more general media and communication program activities.
The consultant will focus on two specific projects/areas:
- Dalan ba Hetan Empregu – Pathways to Employment: providing support to develop communications, influence, advocacy plan and tools around this project including using online, print, social, TV and other forms of media.
- Timor-Leste Government Labour Mobility Communication– providing support to SEFOPE, DNEE and the Labour Sending Unit Communications team to develop communications capacity, tools and targeted campaigns (e.g. vaccine uptake by workers).
The assignment is for a total of 30 days commencing early-August to February 2022.
Primary responsibilities
The primary responsibility of the WDPTL Media and Communications Consultant is to collaborate with and support WDPTL’s Deputy Team Leader and the leadership team in the implementation of agreed media, communications and reporting activities. This includes:
Dalan ba Hetan Empregu (DBHE) Project:
- Working closely to the Deputy Team Leader and Labour Mobility Support Specialist:
- Develop and implement a DBHE communications plan in line with project objectives and key messaging ;
- Support the implementation of the DBHE plan;
- Develop and disseminate engaging content across communication platforms, including building engagement with the DBHE page on the Workforce Development Program Timor-Leste website https://www.workforcedevelopmentprogram.tl/what-we-do/#dalan-ba-hetan-emregu
- Work with media stakeholders including newspaper, TV stations and possibly radio to implement aspects of the DBHE communication plan ;
- Monitor the success of the DBHE plan and adapt as needed. Provide monthly reports tracking progress of the communications plan and write a report summarising the achievements and learnings.
- Other communications tasks required to implement the DBHE project
Timor-Leste Government Labour Mobility Communication:
- Work with the National Directorate of External Employment (DNEE) to build their capacity in developing media and communications for Timor-Leste Labour Mobility programs to Australia. This may include:
- Supporting the development of specific communication campaigns eg. worker vaccination ;
- Designing and delivering short trainings for the DNEE team on communication skills ;
- Supporting the development of specific templates or tools eg. facebook post template, media release template ;
- Creating visual content for DNEE online and print use including photography ;
- Other media and communications tasks that support Timor-Leste labour mobility.
Other tasks:
- Other duties as required by and agreed with the WDPTL Deputy Team Leader and / or leadership team.
Reporting requirements:
The role reports to the Deputy Team Leader and WDPTL leadership team. On the DBHE project the consultant will also report to the Labour Mobility Support Specialist and Team Leader. Reporting requirements include:
- Participation in regular team and whole of program meetings ;
- Provision of regular updates to the WDPTL Deputy Team Leader.
Relationships:
- The role works directly to the WDPTL Deputy Team Leader and will also work with the Labour Mobility Support Specialist and Team Leader as required ;
- The role is highly collaborative and works closely with the Labour Mobility Support team and must develop a strong and cooperative relationship with the Monitoring and Evaluation Coordinator ;
- As delegated, the role may liaise with DFAT Post, program recipients such as seasonal workers, alumni, public and private sector stakeholders, technical area specialists, suppliers, WDPTL’s corporate team, and other stakeholders as required ;
- Authority levels ;
- The role carries a moderate degree of autonomy, working closely under the direction of the Deputy Team Leader and leadership team.
Minimum education and experience required:
- Tertiary qualifications in Communications / Public Relations / Journalism / Marketing or similar area of expertise are required ;
- Proven experience in supporting the development and implementation of targeted marketing and communications strategies and plans ;
- Proven experience developing media and marketing content, design, graphic design and digital communications ;
- Demonstrated knowledge of Timor-Leste media distribution networks and media context ;
- Demonstrated experience working in similar roles on international donor-funded projects ;
- Strong inter-personal, inter-cultural skills and customer service skills; and the ability to work effectively with individuals and teams at all levels of an organisation ;
- Able to provide advice and training to staff without a communications background ;
- An understanding of the social, cultural, political and institutional factors affecting development in Timor-Leste including gender and disability inequalities ;
- Excellent written and spoken English and Tetun ;
- Well organised with the ability to plan and manage a range of activities simultaneously.
