About Ma3an Project:

Ma3an is a seven-year program funded by the United States Agency for International Development (USAID) and implemented in cooperation with the Presidency of the Government. Ma3an’s goal to increase Tunisian youth civic engagement and economic opportunities. At the community level, Ma3an uses a community-driven youth development model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-driven. These include working with and through local CSO partners to understand local dynamics in each community; and implement community-driven youth development programming involving youth, local NGOs, local government, and other community leaders through community-specific grants.

In order to reinforce our Grants Department, we are looking for qualified candidates for the position of Senior Grants Officer.

Position Responsibilities

Technical and Operational:

  • Works closely with the Contracts and Grants Associate Director

  • Interprets fundamental donor regulations and requirements and FHI 360 policies and apply them to specific situations for timely resolution to award issues.
  • Assists with troubleshooting, updates the work plans, and ensures effective implementation of program/grants activities
  • Produce the Grants development timelines and follow-up with all involved team members
  • Provides training, one-on-one follow up support, technical assistance, capacity-building, and onboarding to new team members in program/grant management in addition to best practices and standardized procedures for efficient subaward management
  • Have a supervisory role on the regional program officers by conducting the first review over their Grants packages; making sure the packages are in good quality before it is shared with the Contracts and Grants Associate Director
  • Act as the main Grants POC for any issued solicitations: APS, RFA, overview of the process with regional teams and reports back to the Contracts and Grants Associate Director
  • Takes part in grants’ selection committees and process
  • Act as the main POC for conducting eligibility checks, completeness checks; produce the eligibility and completeness trackers and ensure information is shared among involved teams.
  • Have a supervisory role on regional program officers to make sure grantees submit complete supporting documentation.
  • Ensures the preparation of complete grant packages
  • Maintains an online grant tracking system, and ensures compliant monitoring and reporting on grant activities, act as the liaison with the regional team on that matter
  • Ensures quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal documentation and other Grant department tools including maintaining accurate and complete files of grants documentation
  • Tracks grants, ensures that grant applications and formalities meet applicable rules and regulations, propose corrective actions and provide assistance.
  • Conducts periodic reviews/ auditing of the grants filing and documentation, and follow-up to regional teams about any missing deliverables.

Minimum Requirements

Technical & soft skills

  • Bachelor’s degree in relevant field of study, such as international relations, international development, public administration, business administration, finance, accounting, management, or related field; advanced degree preferred;
  • Five to eight (5-8 years) of relevant professional experience; 2 years of experience managing community development, civil society, social cohesion and/or youth activities; grants management experience preferred;
  • Knowledge of programs, rules, and regulations of international donors, especially USAID, highly sought after;
  • A strong understanding of Tunisia’s political and social context;
  • Demonstrated ability to work effectively with staff, local partners and stakeholders;
  • Demonstrated organizational and management skills;
  • Strong analytic, communication, organization, writing and interpersonal skills;
  • Verbal and written fluency in French and / or Arabic; excellent oral and written communication skills in English highly desired.
