Job Purpose:
The M&E Coordinator is responsible for leading the M&E team (Officers, Senior Officers) in the HQ of TAS Officer Turkey. He/she is responsible for field team management supervision, checking data collection methodology, M&E plans, report data on the progress and impact of programs or projects. Furthermore, he/she is responsible for leading needs assessment activities in coordination with the M&E team. The M&E Coordinator seeks to ensure that the donor requirements are met withing the department, in addition to attending internal and external meetings regarding the projects/department.
Key Responsibilities:
Check all M&E plans of all projects which include (M&E plan, IPTT, M&E implementation plan, data collection tools, Minimum Quality Criteria) and follow up on their implementation and achievement with the team and seek to meet the internal requirement of M&E department and external requirements of donors.
Check all M&E reports including [PDM, DM, Base endline, PHM, monthly, Biweekly reports, learning reports, evaluation report, etc.] and provide the team with feedback.
Ensure that the implementation of M&E activities is in line with the policy and procedures of Quality Department, and work on strengthening procedures of Quality department within the organization.
In coordination with Quality Manager, is responsible for contribution in designing strategic and operational plans for the Quality Department.
Ensure the dissemination of learning activities and lessons learned and checking and enhancing learning reports of projects and follows up and support in the dissemination of the lessons learned within the organization.
Is responsible, in coordination with the M&E team, for needs assessment activities (designing tools, follow-up data collection, data quality, data analysis and report writing).
Meet on a weekly basis or when needed with the Quality Manager to discuss the updates and challenges in projects and developing work mechanisms in line with changes in the nature of the work and the context.
Attend related internal and external meetings, Working groups, Cluster Meetings, and Quality Department meetings.
Provide the necessary support to the Accountability team in order to follow up effectively on received complaints when needed.
In charge of developing proposals including monitoring and evaluation sections, overview, needs justification, monitoring & evaluation activities, learning activities, adding MoVs, and adding Quality Indicators.
Report on a weekly, monthly, and quarterly basis to donors according to their requirements in projects he/she is in charge of.
In coordination with the M&E team, in charge of following up on the data collection activities.
Send plans and follow-up reports monthly to Quality Manager.
Seek to increase the capacity building of the M&E HQ team and field team and encourage them to enhance their capacity and improve the weakness points.
Lead field Monitoring and Evaluation teams in Syria, and train them, and provide them with technical support and manage their tasks in projects.
Participate in hiring M&E team in HQ Office of TAS.
Supervise M&E Officers / Senior Officers and provide them with technical and administration support and follow up on their work and review their outputs in projects which they are responsible for.
Checking and following up collecting MoVs with M&E officers for all projects on Monthly.
Checking the timeframe of implementation of projects and reporting to Quality Manager.
Figure out strength and weakness points of the M&E team and seek to increase the capacity building of the M&E team.
In coordination with Quality manager, carrying out regular meetings with the M&E team to discuss challenges, obstacles, and updates that the team faced.
Carry out workshop with the M&E team to develop the implementation of M&E activities in all projects.
Participate in developing the policy and procedure of MEAL unit.
Carry out regular meetings with Program departments to discuss the challenges that face the implementation and enhance the coordination with Program and M&E Unit.
Qualifications and Requirements:
6 years of experience in MEAL and Quality with NGOs / INGOs
Experience for 2 years at least in team management.
Experience for 2 years at least in similar position.
Great experience in data analysis programs (Excel, Power BI, SPSS, etc.)
Advanced level of M&E report writing.
Desirable:
Bachelor’s Degree development studies, statistics, social sciences or closely related to the field is preferable.
Good understanding of humanitarian principles, quality and accountability standards and context.
Flexible with respect to job priorities and assigned tasks from the Quality & MEAL Manager.
High communication skills and ability to work as part of the team.
The ability to work under pressure in emergency humanitarian context.
Knowledge of the local context is a must.
