About Bahar:
Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.
Purpose of Position:
- The Project Manager leads all the programmatic and operational aspects of the multi-sectorial project. He/she will oversee effective management and relationships with relevant internal and external stakeholders (including direct communication with BHA), oversee the interventions throughout the project cycle, (including budget oversight, expenditure planning and expenditure monitoring) together with the Programmes Director, lead in preparing and developing high-quality program Detailed plans, including Monitoring, Evaluation, Accountability, and Learning (MEAL) and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, Support the business development coordinator with the proposal/EoI writing and enhance internal and external learning and representation. More importantly, frequent field visit to the NWS to check on the programme quality of implementation.
Job Duties and Responsibilities:
Programme Management and Development:
- Develop a Detailed Working Plan, in line with the proposal timeframe to Oversee the overall implementation of the designated projects in accordance with the project proposals / contract, while ensuring objectives are met within the required time frame and budget.
- Lead the Kick-off at HQ and Field level of new project and follow up on-going project on weekly basis with all the focal points. Ensure any medication is in accordance with donor regulations and approved by the donor on timely matter.
- Support in constructing concept note/proposals in coordination with HR, MEAL, Supply Chain, Finance Dept. and Programmes Coordinators as per donor guidelines.
- Ensure consistent coordination between the programmes and other support/operations departments including the liaison team to ensure quality and timely implementation of the projects’ activities.
- Ensure applying and maintaining an integrated approach between the previous sectors/sub-sectors and with the other departments / sectors to provide comprehensive and cost-efficient and holistic assistance to the affected population.
- Follow up with MEAL Dept. to ensure that regular Internal or external monitoring and evaluation assessments against project objectives are conducted and complaints are responded to in a timely manner. In addition, to follow up on the CFM with the accountability team.
- Set periodic meetings with other departments to discuss the progress of the projects and find solutions for any existing and potential barriers and challenges.
- Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during and after the implementation period.
Representation:
- Develop and maintain relationships with relevant stakeholders (e.g., local authorities, donors, UN agencies and other NGOs) and represent Bahar at relevant meetings (e.g., technical working groups, cluster meetings, workshops etc.) in order to facilitate and ensure cooperation and partnerships. This could include delivering presentations to different stakeholders to show the capacity of Bahar, and explore expansion or new sectors/geographic areas in NWS & NES.
HQ and Field Team:
- Provide technical support to the Relief project team at HQ and at the field level if needed.
- Liaise between Turkey and Syria teams to ensure harmony between the two offices.
Reporting:
- Receive project implementation and progress reports from related programmes coordinators/officers and other support department managers, revise and submit them to the donor.
- Keep the Programmes Director on the barriers, challenges and successes.
- Submit weekly progress reports to Supervisor.
- Ensure complete, timely & quality reporting of activities to donors.
Capacity Building:
- Determine any specific need for capacity building related to the position and inform the Programmes Director.
- Provide related training to the field/HQ team (the method is discussed with the Programmes Director and HR).
- Attend related training held by donors, other NGOs, partners etc. as nominated by Programmes Director.
- Deliver training to the field teams remotely and face-to-face if asked by the Programmes Director.
Adherence:
- Reflect on the vision and values of Bihar with team members, local staff, beneficiaries, and external contacts.
- Adhere to all HR policies as per the HR manual and code of policy including the 4 Humanitarian Principles, Joint Operation Procedures, “Do No Harm” Principles and data protection.
- Ensure full completion of any other work and tasks requested by the line manager and/or Country Director.
- Flag ay potential risk to Bahar’s reputation, underspending & overspending to the Programmes Director.
Acdemic Qualification/s and Professional Experience:
- Holder of a bachelor’s degree in the related sector.
- More than 5 years of experience in NGOs.
- Previous Experience with BHA Grant Management.
- At least experience in 2/3 of the following sectors (WaSH, FSL & Nutrition).
- English and Arabic language proficiency: very good (writing, reading, and speaking).
- MS Office suite proficiency: very good.
- Demonstrated ability to train and improve capacity building of other staff.
- Ability to transfer gained skills to other staff.
- Ability to work in a multi-cultural and multi-ethnic environment with respect for diversity.
- Empathy with organizational vision, mission, goals, and objectives; commitment to humanitarian principles and actions.
- Ability to prioritize tasks.
- Strong attention to detail and high level of organization.
- Excellent written and verbal communication skills.
- Strong interpersonal skills and ability to work under pressure.
- Effective leadership and planning and excellent dispute-resolution skills.
