Presentation of the mission
TGH is present in Ukraine since 2015. Established in Kramatorsk (East), TGH’s interventions were targeting the most vulnerable populations along the contact line employing traditional and innovative modalities as follows:
- Provision of electronic vouchers (e-vouchers for food, hygiene or dual-purpose e-vouchers), an innovative modality with application of mobile phones and web-money-based interface
- Cash for Work (rehabilitation or social work)
- PSS
- Documentation support (restoration or obtaining of official/legal documents)
- Provision of basic humanitarian assistance: food and hygiene kits, in Donestk, NGCA
In 2020, TGH has completed its intervention with an emergency Covid-19 response funded by UNICEF supporting healthcare, educational and social institutions and households of Donetsk and Luhansk oblasts (GCA) along the contact line with electronic vouchers for essential hygiene.
Following February 24th, TGH mobilized its teams on the ground and at headquarter to maintain its existing activities and develop an emergency response to meet the most immediate needs of the affected populations. To this end, TGH has quickly started various assistance program to cover the basic needs and respond to the psychological distress of the affected households and individuals. Up to this date, TGH is implementing 6 different projects, while others are under discussion. To implement these activities in the most affected areas of Ukraine, TGH has developed and reinforced the collaboration with local partners that are essential and take a crucial place in the global response.
Initially operational in Ukraine from Kramatorsk, the team has been relocated to Lviv where the coordination TGH’s office is. Lastly TGH opened 4 sub-offices, in Lviv, Vinnitsya, Cherkasy and Dnipro in order to be closer to the beneficiaries and ensure a proper implementation and follow up.
TGH is a member of the following Clusters and Working groups: Protection, Age and Disability Working Group (ADWG), Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Agriculture Working Group, Cash-based transfers Working Group (CBTWG) and WASH cluster.
Job description
Under the direct supervision of the Field Coordinator, the Deputy Field Coordinator for program (DFC-P) will assist the Field Coordinator in coordinating TGH’s programmes of the designated field who are working on Protection, Cash, WASH and shelter interventions. She/he will also assist with external coordination and representation. She/he will contribute to the capacity building of the projects’ team at field level and assist the Field Coordinator in ensuring the effective scale up in the area. She/he is directly managing the Multisector Activity Manager and Protection Managers.
The DFC-P will assist the Field Coordinator in leading the management of TGH’s programmes in the designated field, in particular:
Program management
- Responsible for the overall implementation of projects in the field office, effectively using the support of the Technical Heads of Program (HoP) at coordination level and operational support staff and ensuring coherence with TGH Ukraine’s national programme approach;
- Support and advise the Field Coordinator in developing strategic plans and organizational expansion in the field, by maintaining an overview of the humanitarian context locally and according to TGH priorities and capacities;
- Organize regular program coordination meetings with his/her team to ensure effective, joint and coordinated response;
- Assist the Field Coordinator in ensuring that field office location projects and reports are delivered according to TGH and donors contractual requirements, within the agreed time scale and budget;.
- In close collaboration with the MEAL team, ensure that relevant monthly follow up (MFU) reports are developed in the field level and submitted on time to the Field Coordinator and the Coordination;
- Ensure the monitoring and follow-up tools are developed and well used from a programmatic and financial perspective;
- In coordination with the partnership field Officer, implements an appropriate partnership strategy, ensuring implementing partners are appropriately selected and assessed, that an appropriate capacity building plan is developed and locating fields where partners can build TGH capacity;
- Effectively using support services to undertake key activities and work alongside the Deputy Country Director for programs and Head of Programs to ensure that all programme activities run smoothly;
- Ensure together with the Field Coordinator in designated field that TGH’s work is coordinated with efforts of other agencies and Government and take a leadership role within Interagency Coordination forums, ensuring the specific needs of population are being addressed;
- Be budget holder for all programs’ line according to TGH threshold.
- Take overall responsibility as Acting Field Coordinator when required by the Field Coordinator and Country Director.
Programme design, development and quality
- In close collaboration with the Technical HoPs, help responding to opportunities to expand programmes/impact. Helping draft/development concept notes and proposals;
- Support the development/evolution of existing programmes, ensure program quality and synergy ;
- Ensure protection, accountability to beneficiaries and humanitarian principles are mainstreamed in all programmes;
- Coordinate with the Head of MEAL to ensure MEAL staff in the field are appropriately utilised to strengthen community engagement, analyse, data sharing and dissemination of lessons learned.
Staff management, mentorship and development
- Identify learning and training opportunities for program staff and partners and proactively work on the capacity building of all field staff;
- Ensure the program team recruitment, training and promotion as appropriate and ensure availability of appropriate professional development opportunities for staff;
- Manage the performance of all program staff in the field through effective use of the Performance Management System including the establishment of clear, measurable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations;
- Comply with TGH policies and practices with respect to child safeguarding, PSEA, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
External representation
- Respect all TGH values in cluster, field visits or in any relevant external events ;
- Liaise with local authorities, communities and other relevant stakeholders on project-related issues when required;
- Attend the regional coordination and clusters/subclusters meetings.
Tasks and responsibilities are subjected to modifications according to the needs.
Security, working and living conditions
In Cherkasy, air alerts are once or twice a week, witnessed 2 explosions. Currently, there is no electricity cuts.
Travel on foot or by taxi is permitted in the city centre, and it is possible to go out to bars, restaurants… but there is a curfew in place from 12am to 6am according to the martial law in force in the country. TGH team works in spacious and well-equipped offices with a shelter in the city centre, close to the guest house where the expatriate are accommodated. Access to good internet connection in the offices and the guest house.
Training
- Substantial experience working with a humanitarian/ development organisation, including significant experience working at field level as Senior Project manager;
- University degree in protection or equivalent work experience;
- Skills and experience in project/programme implementation, monitoring, review and evaluation;
- Ability to coach, mentor and capacity build national team ;
- Solid experience in grant management, including budget holding and donor reporting;
- Ability to produce high quality reports ;
- Experience of working with partners and a participatory approach ;
- Fluency in written and spoken English and computer literate;
- Russian/Ukrainian language is an asset;
- High degree of flexibility, autonomy and initiative ;
- Very good communication skills.
