PFRU is looking for a pool of international experts on policy planning and analysis upon whom we would draw-down on an as-needed basis. The work of these consultants is expected to strengthen the capacities of the central government in policy planning and implementation and facilitate evidence-based policymaking. The purpose of this application is to join this roster of pre-cleared consultants who can be deployed rapidly as and when needed.

PFRU is looking for consultants with experience and expertise in one or more of the following areas:

  1. Security and Justice:
  • Security sector reform and/or transition;
  • Transitional justice;
  • Access to justice.
  1. Conflict and Stabilization:
  • Reconstruction and reintegration;
  • Delivery of resilient services to boost political trust;
  • Social and political preparations for future post-war transition;
  • Children and youth affected by war.
  1. Governance and Public Sector:
  • Decentralization, local government reform on context of post-war transition;
  • Governance and central level institutions;
  1. Environment:
  • Environment and ecology policy;
  • Environmental impact assessments.
  1. Economy:
  • Export and trade;
  • Economic, livelihood and income-generation boost in newly liberated areas.

For each assignment, detailed ToRs will be provided. Some assignments will be remote; others may require travel to Kyiv.

Responsibilities:

  • Liaise with central government stakeholders to determine their needs and objectives.
  • Scope requirements for specific research.
  • Analyze and evaluate the effectiveness of existing policy and legislation in the selected policy areas.
  • Provide insight on best international practices and legislation on topics or spheres indicated by central government stakeholders.
  • Conduct research on selected policy areas (desk-based research, data analysis, literature reviews, stakeholder interviews etc.).
  • Liaise with the PFRU Research project on an ongoing basis to share research and findings.
  • Propose amendments or revisions to improve the effects of existing policies or laws in the selected policy areas.
  • Develop new policies or laws in collaboration with central government and other relevant national or international stakeholders
  • Organize meetings with stakeholders to discuss the developed policies or amendments.
  • Perform constant monitoring of legislative and political updates and news media coverage.
  • Share learning with Revitalize and other projects to inform future programming.
  • Perform other tasks as requested by Revitalize project leadership.

Required Skills and Qualifications:

  • Master’s degree in political science, legal studies, social studies, public policy security studies or other relevant field is required.
  • Demonstrable experience in analyzing and planning policies, developing policy proposals and/or amendments to legislation in one or more of the areas indicated above
  • Experience in conducting and leading research projects.
  • Strong network of contacts with academics, think tanks and other relevant policy stakeholders.
  • Excellent analytical skills and the ability to rapidly and effective synthesize information.
  • Experience in preparing reports and presenting findings to senior government audiences.
  • Strong communication, presentation and management skills.
  • Demonstrated experience in mainstreaming gender, equity and social inclusion in existing projects;
  • Experience of working in international organizations or on donor-funded programs preferred;
  • Demonstrated ability in working independently and as part of a team, both in-person and remotely;
  • Demonstrated experience of working in a complex setting and a conflict-affected context;
  • Strong organizational and work prioritization skills.
  • Understanding of local, regional, and national political context of Ukraine preferred but not essential.
  • Knowledge of key Ukrainian actors and stakeholders, both at the local and central levels (government, civil society, private sector, etc.) preferred but not essential.
  • Fluent in English language, written and spoken. Knowledge of Ukrainian language preferred but not essential.

Duration of Assignment: Ad-hoc, from June until December 2023.
