HIAS seeks an experienced GBV Coordinator to support HIAS’ Ukraine Response. HIAS’ survivor centered approach emphasizes risk mitigation, multi-sectoral response strategies, and a strong emphasis on partnership. The GBV Coordinator will be responsible for leading all aspects of HIAS’ GBV emergency response including rapid assessments, response strategy and design, engaging with GBV Sub-cluster, Protection Working Group, and other relevant coordination meetings humanitarian coordination, and start-up of emergency activities as needed.

This position will report to the Program Director, based in Kyiv, in close collaboration with GBV Technical Advisor, for technical support and guidance.

ESSENTIAL FUNCTIONS:

  • Act as a senior member of Ukraine Country Office [EA1] on the ground, providing leadership and expertise in Gender and GBV.
  • Conduct rapid gender and GBV assessment and situational analysis and provide technical gender and GBV guidance on joint assessments. Ensure the assessment addresses the needs of diverse women and girls and is in line with international standards and listen directly to women, girls, and LGBTQ+ community members to understand their risks, needs, support systems, and ideas.
  • Identify the most prominent risk factors for GBV as well as protective factors.
  • Contribute and/or lead on developing an assessment report to guide program development and implementation. Identify existing formal and informal networks for women, adolescent girls’ and LGBTQ+ community members in the region; begin to form relationships, listen to support needs, and identify possible opportunities for collaboration.
  • Map the current GBV services available, local responses, and referral pathways; identify strengths of existing networks and systems as well as gaps. Support establishment of referral pathways, where they do not exist, in collaboration with other actors.
  • Develop a gender and GBV emergency strategy, plan of action, and budget and recommendations to support programming with identified local partners and in the region.
  • Lead implementation of existing partnership agreements for the response in alignment with HIAS strategy.
  • Recruit and train gender and GBV Staff as needed. Train partners in core concepts and skills for gender and GBV in emergencies.
  • Contribute to the development of an integrated emergency response plan, and support the start-up of emergency gender and GBV programming, working closely with the Director for Gender and GBV Programs, and Strategy & Measurement teams (or other HIAS departments and divisions as needed).
  • Support the existing HIAS Country Office to assess, identify, and select implementation partners with demonstrated technical capacity to deliver high quality emergency GBV programming.
  • Utilize tools, resources, and program guidance materials to support program implementation and program monitoring, in close conjunction with programs staff and regional M&E staff.
  • Represent HIAS in coordination groups and clusters as requested/needed and coordinate closely with partners, national and international NGOs, and UN agencies.
  • Provide technical guidance for rapid needs assessments led by HIAS.
  • Ensure implementation in accordance with international standards and in close coordination with HIAS’ Director of Gender and GBV programs and Emergency Department and contribute to monitoring and reporting of emergency activities.
  • Provide timely and accurate information to support Communications, Media, and Advocacy efforts around the humanitarian emergency, in accordance with HIAS procedures, in close collaboration with the Technical Team and maintaining the respect and dignity of those affected by the crisis.

QUALIFICATIONS & REQUIREMENTS:

  • Ability to deploy for a minimum of six months.
  • Dynamic individual with a proven ability to achieve results in a demanding, fast-paced, and often insecure environment.
  • Minimum of 3-5 years of experience in GBV emergency/humanitarian work, of which at least two must be directly managing programs in complex or insecure environments.
  • Experience working in Gender and GBV programs within the region of Eastern Europe.
  • Strong grounding in the principles of gender equality, gender equity, and intersectionality and ability to apply this in practice to the work.
  • Demonstrated high level of emergency technical expertise within gender and GBV, including knowledge and understanding of the latest standards and best practices among international humanitarian and emergency actors.
  • Demonstrated experience conducting rapid needs assessments and designing technically-sound GBV programs to respond to identified needs on the ground.
  • Experience in both direct implementation as well as sub-grantee management preferred.
  • Experience designing programs and contributing to proposals and budgets for standard institutional emergency donors.
  • Ability to work well with others and rapidly adapt to new countries/contexts.
  • Flexibility to work in challenging environments and with high workloads, potentially with limited mobility.
  • Excellent English language skills (verbal and written) required. Fluency in Ukrainian and/or Russian strongly preferred.
  • Education: Bachelor’s Degree required.
  • Completion of Hostile Environment Awareness Training (HEAT) or equivalent within the past three years required before deployment and/or willingness to complete online training in advance of deployment.
