Duties and Responsibilities
 

2. Main objectives of the assignment

Under the direct supervision of Business Development Specialist, the National expert on reintegration of displaced enterprises and advisory support to MSMEs relocated from Kharkiv, Sumy oblasts will be responsible for coordination, planning and implementation of the Programme activities to support the relocation of war-affected MSMEs from Kharkiv and Sumy oblasts to safer areas of Ukraine and to provide advisory support to MSMEs on operations under the current conditions.

3. Description of Responsibilities / Scope of Work

Specifically he/she will perform the following key tasks in close coordination with the Programme personnel:

  • Listing of as many as possible operational MSMEs from Kharkiv and Sumy oblasts willing to relocate to safer areas of Ukraine (Zakarpattia, Lviv, Ivano-Frankivsk oblasts), or those who have already relocated and are in need of consulting support, and identifying their specific request for support (the list to be formed based on the information from the relevant regional economic development departments, UN RPP and open sources);
  • Matching proposals from Ukrainian communities able to host MSMEs willing to relocate from Kharkiv and Sumy oblasts and those open for cooperation with relocated MSMEs with the existing demand (based on the information from the relevant regional economic development departments, UN RPP and open sources);
  • Providing consulting support to MSMEs from Kharkiv and Sumy oblasts during their relocation to other areas of Ukraine (from searching for communities and premises to identifying potential partners and suppliers in a new location based on the needs from MSMEs and capabilities of hosting communities provided by the relevant local economic development departments);
  • Provide advisory support to MSMEs which operate in the war-affected communities in Kharkiv and Sumy oblasts on the specific challenges to business activity raised by the war, i.e. relocation opportunities, access to finance, and other consulting support within the legislation of Ukraine;
  • Coordinate with local and national-level actors and facilitate identification and access to business support initiatives and opportunities for MSMEs from the targeted communities;
  • Establish an effective information sharing and communication channel with local authorities and MSMEs in the targeted and host regions including through visits to and meeting with the relevant local authorities in Zakarpattia, Lviv and Ivano-Frankivsk oblasts (should the security and/or pandemic situation allow);
  • Ensure full compliance of Programme activities with UNDP rules, regulations and procedures;
  • Facilitate Programme monitoring and evaluation in terms of data collecting and proper distribution to UN RPP during the whole period of assignment upon request;
  • Provide input to sections of the project reports, including progress and annual reports, as well as ad-hoc technical reports;
  • Compiling a final report outlining lessons learned and recommendations for communities on relocation tools and mechanisms and development of cooperation across value chains.

Deliverables, Deadlines and Proposed Payment Schedule

Lump sum contract

UNDP will pay the negotiated amount in 6 tranches as per delivery of the outputs outlined above.

The payments will be paid upon the full completion, provision of the reports and acceptance of contractual obligations whereupon the Programme Coordinator signs the certification of acceptance.

2. In cooperation with local authorities, collecting offers and drawing up a list of minimum 20 MSMEs from Kharkiv (10) and Sumy (10) willing to relocate to other oblasts. The interim report containing the abovementioned information as per deliverable 2 submitted to the Programme. 15% of the contract amount Within two months after the start of the assignment
3. Surveying of the selected MSMEs on their specific needs with regard to communities and premises to be considered when choosing a new location for them. The interim report containing the abovementioned information as per deliverable 3 submitted to the Programme. 15% of the contract amount Within three months after the start of the assignment
4. Online consultation provided to at least 20 MSMEs on the issues of relocation of production facilities to other oblasts in cooperation with the relevant regional public economic development specialists ensuring addressing MSMEs’ specific needs identified through the needs assessment). The interim report containing the abovementioned information as per deliverable 4 submitted to the Programme. 15% of the contract amount Within four months after the start of the assignment
5. Mapping of MSMEs, potential beneficiaries from the target oblasts of the UN RPP grant programme created and submitted to the Programme. 6. Compiling a final report outlining recommendations on further support in relocation of MSMEs from Kharkiv and Sumy oblasts to other oblasts of Ukraine.

5. Monitoring/Reporting Requirements

Individual Consultant will work under the direct coordination the Business Development Specialist. The Consultant will directly report to the Specialist on a fortnightly basis through in-person meetings/ by phone or Skype/Zoom and/or sending electronic materials. The consultant will duly inform UN RPP of any problems, issues or delays arising in the course of the implementation of the assignment and take the necessary steps to address them.

As a quality assurance measure, the UNDP reserves the right to initiate remote spot checks of the people who have received consultations to conduct interviews and obtain comments and suggestions regarding the quality of the services.

Competencies
6. Experience and qualifications requirements

Education:

  • Higher education in Economics, Social sciences, Management, Public administration or other related field.

Experience and competencies:

  • At least 4 years of proven experience in public administration related to economic and business development;
  • Experience in producing knowledge materials/analytical documents/policy recommendations on economic recovery activities/coordination results between public and international organizations/etc. (at least 2 knowledge materials in open sources);
  • At least 2 years of experience in working with relevant stakeholders from the governmental and non-governmental institutions involved into economic recovery at the sub-national level;
  • Experience in working with relevant stakeholders from the governmental and non-governmental institutions involved into economic recovery at the sub-national level;
  • Working experience with UN agencies relevant to the field of assignment will be considered as an advantage;
  • Fluency in Ukrainian, Russian is required;
  • Working knowledge of English would be an asset.
