The main responsibilities include:

Program Development and Technical Support

  • Contribute to the improvement of protection sector strategy with a focus of case management (including IPA) program activities in Ukraine, covering geographical and technical areas of focus informed by the presence and activities of the other protection components and other sectors of CARE.
  • Support the Country Office (CO) in development of high-quality proposals and associated budgets related to case management program.
  • Provide technical supervision for case management program activities by CARE and monitor partners’ case management implementation. Ensure the integration of protection principles and elements throughout the case management intervention.
  • Ensure technical quality of the case management interventions of CARE and partners in line with the global standards and interagency and CARE guidelines.
  • Maintain compliance with international and national laws, conventions, policies and procedures regarding the case management service provision
  • Carry out regular technical monitoring and supervision visits to the field, including observation of case management services implemented by CARE and Implementing Partners.
  • Ensure the participation of beneficiaries in decision-making at all stages of the case management cycle, as safe and appropriate.
  • Ensure that case management interventions are informed by and integrated with other core sectors.
  • Ensure data protection and information sharing protocol and case management database are in place and follow protection and GBV guiding principles and good practice examples. Monitor the execution of data protection and information sharing protocol within CARE and in the partner organizations.
  • Provide technical support for the implementation and improvement of case management interventions, including sharing and developing of tools, guidelines and standards as appropriate.

Monitoring, Evaluation, Accountability and Learning (MEAL):

  • Review monitoring and evaluation systems for case management interventions in collaboration with the MEAL team.
  • Contribute to development and analysis of protection and multi-sectoral needs assessments done internally within CARE and externally through Clusters. Ensure the assessment findings inform CARE’s and partners’ case management interventions.
  • Support MEAL Team to gather lessons learned for the project(s) and program as a whole, and to put together case studies to inform future programming and strategic directions.
  • Support the preparation of timely program and donor reports on case management project activities for CARE’s direct implementation and review partners’ case management reports.

Capacity Building:

  • Support recruitment of case management staff, including drafting of job descriptions and conducting of technical and competency-based interviews.
  • Provide on-going supervision, technical coaching and mentoring for CARE’s and partners’ case management teams.
  • Design and deliver trainings on technical aspects of case management program for CARE and partner case management staff, partners, local authorities and community members (when needed).

Coordination:

  • Develop, maintain and improve constructive coordination, including referral pathways, with various stakeholders and service providers at the national level, including the Government, UN and (I)NGOs, and support field teams to maintain coordination with the local level stakeholders.
  • Represent CARE and take a proactive role in the respective clusters and their working groups related to case management

Additional Responsibilities:

  • The duties and responsibilities as set out above are not exhaustive and the post holder may be required to carry out additional duties assigned by the Protection Adviser within reasonableness of their level of skills and experience.

Requirements

Essential criteria

  • Bachelor’s degree in social work, psychology, education, or any social sciences related field OR equivalent experience.
  • Min of 5 years’ relevant work experience in case management or related field.
  • Strong technical understanding of Protection in Emergencies.
  • Demonstrable experience in project management with good planning and strategy development skills
  • Ability to identify the case management gaps in the given context to inform a holistic response.
  • Experience of and commitment to working through systems of community participation and accountability.
  • Awareness of the current humanitarian situation and local context in Eastern Ukraine.
  • Experience in building relationships, fostering interagency coordination and experience of representing an organization to external stakeholders.
  • Experience in designing and facilitating training and capacity building, and coaching and mentoring skills.
  • Excellent attention to detail, organisational skills and discretion with confidential information.
  • Excellent interpersonal and communication skills, managing staff effectively and working in team.
  • Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling CARE’s values
  • Holds the team and partners accountable to deliver on their responsibilities – giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved.
  • Sets ambitious and challenging goals for themselves and their team, takes responsibility for their own personal development and encourages their team to do the same
  • Ability to work independently and proactively, manage a complex and diverse workload and to work to tight deadlines.
  • Knowledge of institutional donors and experience of developing proposals, and excellent report writing skills.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • Fluency in both Ukrainian and Russian; a strong level of written and spoken English.
  • Excellent computer skills, including experience of Microsoft Office (Outlook, Excel, PowerPoint and Word).
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Demonstrated commitment to gender equality, the decolonisation of aid, empowerment of WROs/WLOs, and feminist principles.
  • Demonstrated commitment to creating an environment within CARE’s workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse, sexual exploitation, and child abuse (SHEA-CA), including commitment to the principles of confidentiality, survivor-centered approach, and Do No Harm.
  • Commitment to the aims and principles of CARE, particularly concerning gender equity in emergency programmes.
