Description of Duties

Project management:

1.    Ensure the effective implementation of the NIRF project in close collaboration with MOLISA and other major stakeholders in Viet Nam.

2.    Organize meetings and seminars, and develop knowledge products designed to forge partnerships, share good practices and foster national and sub-regional networks of government policymakers, workers’ and employers’ organizations, related experts and civil society organizations to reach the project’s goals.

3.    Ensure the development of monitoring and evaluation and project information systems, prepare periodic and ad hoc reports on the status of project planning and implementation, and establish coordination with concerned ILO departments and programmes.

4.    Ensure project synergy with the different ILO projects and programmes implemented in Viet Nam and within the region (South-East Asia/Asia and Pacific), as appropriate.

5.    Contribute, as required, to the implementation and reporting of the UNSDCF as part of the ILO contribution;

6.    Other duties as may be requested by the Country Office.

Technical duties:
7.    Facilitate and provide technical support to the government and social partners in line with the revised Labour Code and in full consideration of national contexts as well as core Conventions related to freedom of association, collective bargaining, and non-discrimination under the ILO Fundamental Principles and Rights at Work (FPRW) Declaration, with special focus on building capacity to develop and implement new national industrial relations policies and related administrative systems (particularly relating to the registration of workers’ and employers’ organisations and development of the dispute resolution mechanism and improvement of the labour inspection system) in line with the revised labour code.

8.    Guide and support the work of national project coordinators and others under his/her supervision in carrying out the above technical duties.

9.    In coordination with the ILO office and other relevant projects, assist the government, National Assembly and social partners in making progress for ratification of ILO core Convention No.87).

10.    Ensure gender and non-discrimination is consistently integrated into project activities and approaches.

Managerial duties:

11.    Effectively manage human and financial resources for the project in accordance with ILO and the rules of the donor.  12.    Maintain communication with the donor and ensure the preparation and delivery of quarterly reports and periodic information requested by the donor.

Required qualifications

Education

Advanced university degree in labour law, industrial relations, labour dispute resolutions, labour inspection labour economics,  or related field .

A first-level university degree (Bachelor’s or equivalent) in a relevant field with an additional two years of relevant experience may be accepted in lieu of an advanced university degree.

Experience

At least seven years of relevant experience in the oversight of development cooperation activities and/or delivery of technical advisory services, including at the international level. Proven management experience, preferably with the ILO or a UN agency, with sound knowledge and experience in all aspects of a project cycle, i.e. design, implementation, monitoring and evaluation. Proven experience in partnership building, networking and donor relations. Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or employers’ and workers’ organizations education would be an advantage.

Languages

Excellent command of verbal and written English.
