Scope of Work:
Under the direct supervision of EH Coordinator, the EH Manager Position is a senior level management position (Based in Hodeida). Reporting to EHC, The EHM will take an active role in Environmental Health (EH) program activities. They will work in close collaboration with EHO in providing strong oversight, technical and managerial support to ensure quality, effectiveness and efficiency in need and resource assessment, analysis, design, implementation, monitoring and evaluation of IRC’s WASH projects in Hodeida Governorates.
Position Objectives
Assist in verifying the accuracy of data as collected at all stages of program implementation and ensure data entered into application is accurate and of good quality.
Reports to: EH Coordinator
Responsibilities
Primary Responsibilities
WASH project design, implementation and monitoring;
- In collaboration with other members of the WASH team lead assessments and baseline studies in order to identify WASH-related health risks and priorities ;
- Lead technical assessment, and prepare detailed designs, bill of quantities and specification of water supply and sanitation facilities to ensure required technical standard are met ;
- Work together with other EH team members to ensure that the various aspects of the WASH response are integrated, and that they form part of a coherent public health response ;
- Take account of gender, protection, HIV, the environment, and other relevant cross-cutting concerns in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities ;
- Undertake regular and frequent encouraging field visits, supervise the physical and financial implementation progress against the plan and propose corrective measures as required to ensure planned water supply and sanitation activities are implemented in line with relevant standards, codes of conduct, and humanitarian principles ;
- Ensure that appropriate community institutions/groups are in place and community capacity is built up to take over and balanced manage water supply and sanitation facilities ;
- Ensure accountability to donors and beneficiaries and share vital information to support program quality ;
- Work with the EH coordinator to ensure accurate documentation of EH activities and lessons learned ;
- Provide monthly and reliable reports on hygiene promotion activities to the EH coordinator.
Staff and other resource management
- Involved in recruitment, training, and lead EH officers and technicians ;
- Work with the EH coordinator in planning for and owning the water and sanitation budget ;
- Ensure the accurate field level management of day-to-day logistics, administration, and personnel activities (including any local, contracted personnel/daily labour) in accordance with national law and interpersonal guidelines ;
- Ensure that subordinate staff endorses the IRC code of conduct and act accordingly.
Coordination/Integration
- Coordinate WASH intervention with Sub-National Cluster Coordinator and partners ;
- Closely work with Health unit to ensure that the mobile clinics have regular access to safe water and sanitation facilities ;
- Closely follow up and work closely with supply chain unit in timely procurement, selection and inspection of EH goods and services ;
- Work closely and coordinates with IRC logistics, finance and grant staff to ensure timely and complaint program activities and expenditures; including active participation in grant opening/closing and review meetings ;
- Collaborate closely with Finance Unit in budget preparation and utilization.
Profil
Required qualification and experience
- Minimum of 5 years of experience management role in WASH program ;
- SC of civil engineering, hydrology, or public health engineering degree, master degree is an advantage. Leading WASH for 7 years without the said degree might considered ;
- Proposal writing skills ;
- Non-Governmental Organization (NGO) experience preferred, shown abilities in leading medium and large scale WASH program is a must ;
- Excellent in English and Arabic.
