Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Area Manager to provide leadership in the strategy development, program quality and delivery, and is responsible for overall DRC operations North Central Yemen. This role has an area focus and ensures compliance to DRC procedures and guidelines, leads the development of area strategies, and provides support to base operations.

 

About the job

As DRC’s primary representative and line manager of all staff in the area, the Area Manager (AM) is responsible for the coordination, management, development and representation of DRC programming in the area. S/he will oversee program implementation according to DRC strategies in the area and ensure that operations are implemented within DRC’s regulations, procedures, guidelines and strategy; enable a productive and accountable relationship with beneficiaries, communities’ leaders/representatives, relevant governmental authorities, donors, national and International NGOs and UN Agencies.

The Area Manager will be responsible for compliance to DRC policies and procedure, as well as for the planning and implementation of safety procedures/protocols within the area & ensuring the safety of all staff and assets.

Your main duties and responsibilities in more detail will be:

 

Program Development & Management

  • Lead the process of continuously adapting DRC national strategy to the local context and circumstances ;
  • Provide regular analysis on the context and humanitarian situation in the area for the development of project proposals and safety assessments in cooperation with the SMT ;
  • Accountable for effective, efficient and timely implementation of all projects according to agreed contracts, budgets and donor requirements ;
  • In close collaboration with Heads of Programmes and Technical Coordinators, contribute to project design, proposal development and donor reporting for projects within geographical area ;
  • Monitor budgets in coordination with area program leads to ensure there is no overspending or underspending and flag any issues with SMT in a timely manner ;
  • Provide regular area information on programme activities, policy matters and external relations, based on agreed formats and schedules;
  • Support the MEAL team in implementation of DRC’s M&E plans for the projects and ensure complaint handling mechanisms are in place in all projects and promote accountability concepts ;
  • Oversee preparation of program portfolios by area teams for presentation at Area Monthly BFU meetings and Country Quarterly Meetings and identify opportunities for new projects in coordination with country program teams (DRC) ;
  • Coordinate with DRC HoP on technical gaps and support from technical Sector managers/coordinators/specialist staff ;
  • Comply with internal reporting requirements, contribute to, and provide quality assurance of external reports from area of operation.

 

General Management

  • Line manage area support and program staff, ensuring inter-department co-ordination ;
  • Closely coordinate with the senior management team ensuring regular information flows ;
  • People management of direct reports (including capacity development, people planning and performance) ;
  • With team leaders manage the programme activities and support budget lines; ensuring effective and efficient use of resources including financial, human and all assets ;
  • Ensure overall provision of and adherence to DRC policies, procedures, guidelines, systems and standard practices, with a strong focus on risk management and compliance of area level operations
  • Provide leadership in overseeing logistical/procurement, Human Resources/administration and office services activities and ensure their timely/efficient delivering ;
  • Work closely with DRC Head of Support Services (HoSS) on technical gaps and support from Country Office support teams ;
  • Lead on all financial management, Area master budget management and maintain efficient financial control, and tracking, including donor reporting. Monitor and analyze financial risks in line with the financial procedures handbook.

 

Safety

  • DRC Safety protocols are implemented in carrying out all activities in the area and adequate measures are in place to mitigate any potential risk to office, staff & assets ;
  • Continuously review security situation in the area and coordinate with country safety team on all matters related to safety & security ;
  • Ensure a safe and secure environment for DRC staff, beneficiaries and assets by ensuring SOPs are being followed in line with the SMP and DRC policy, promoting regular staff training, providing safety and security analysis, recommendations and follows-ups.

External relations

  • Primary DRC representative in the area of operation and attend all relevant fora/meetings in order to strengthen DRC’s position ;
  • Foster relationships with Government authorities and other relevant stakeholders in the area of operation ;
  • Maintain close working relationships with donors, national and international organizations and local counterparts ;
  • Coordinate access negotiations for geographical priority areas.

 

About you

To be successful in this role we expect you to possess the following:

Required

  • University degree in relevant subject area ;
  • Minimum 5 years of work experience in a similar or equivalent role in an INGO in areas of humanitarian/development sector, in a conflict & post conflict environment ;
  • At least 5 years of experience in managing large and diverse teams consisting national & international staff ;
  • Strong hands-on experience of safety management in volative or complex environments  ;
  • In-depth knowledge of project management cycle ;
  • Demonstrated experience in representation with external stakeholders ;
  • Demonstrated experience in managing emergency response and in transitioning to early recovery programming in protracted conflict settings ;
  • Experience with strategy and proposal development and understanding of linkage between strategy and programming ;
  • Excellent writing and reporting skills ;
  • Demonstrated experience in building strong, cohesive teams and in promoting collaboration between cross-functional departments ;
  • Fluency in written and spoken English.

Desirable

  • Fluency in written and spoken Arabic desireable ;
  • Previous experience of working in insecure locations;
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
  • Excellent analytical and strategic skills;

  • Designation of Duty Stations: Sada’a city, with frequent travel to Dhamar and Sanaa govenrorates l Non Family duty station
  • Start date: As soon as possible
  • Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates.
