General position summary:

The Finance, HR and Compliance Manager (FCM) is a member of the Country Programme (CP) management team (CMT) together with the Country Director (CD) and Programs Director (PD), and works in close cooperation with HQ colleagues who provide technical supervision and guidance. Reporting to the CD the FCM leads departments which provide support for successful implementation of our projects, these are teams of Finance, HR and Administration.

FCM is responsible for CP accounting, financial management and reporting to donors. He/she supervises financial project management and manages financial risks. In cooperation with the head of the departments the FCM helps to design and implement organizational policies and compliance procedures, leads hiring and technical development of team members and contributes to the operational decision making of the CP. The FCM plays a key role engaging with the local and national authorities and ensuring the organization meets legal, administrative and compliance requirements.

The FCM acts as a direct line manager of Finance and HR Assistant and Government liaison while methodologically guides and technically supports other members of the team in agenda related to finance, compliance, administration and archiving.

Main Duties and Responsibilities are:

  • CP Economics: the FCM is responsible for annual country programme budget, operations (shared) costs management, financial tools management, and cash flow.
  • Project Finance Management: the FCM is responsible for budgeting and reporting, and gives methodological support to programme staff.
  • Compliance: the FCM is responsible for compliance with internal procedures, donors´ rules and Country specific regulations and legal framework.
  • Human resource management: the FCM oversees HR management ensuring the implementation of relevant national
  • Accounting: the FCM is ultimately responsible for country programme accounting, project finance management, reporting, year-end closing and statutory audit.
  • Programme Support: together with programme staff, the FCM reviews projects in order to set or adjust operational and administrative solutions according to their needs

Suitable candidate for this position should have:

  • Significant previous experience with managing finance, administration and HR;
  • Experience with finance management of international donors;
  • Experience with team management and supervision and interest in building capacity of local staff;
  • Experience of working within a humanitarian and/or development organization;
  • Excellent communication skills, including fluent spoken and written English;
  • Strong coordination, organizational, critical analysis and problem-solving skills;
  • Experience of working in complex and volatile contexts;
  • Working experience with an accounting and economic software;
  • Previous working experience from Middle East is an advantage.

Living Conditions / Environmental Conditions:

  • This position is unaccompanied and is based in Aden, Yemen. Guesthouse/accommodation will be provided.
