TRIPARTITE CAPACITY BUILDING PROGRAMME (TCBP) -II

Individual Consultant – Non-Tariff Barriers Expert

 

The Common Market for Eastern and Southern Africa (COMESA) has received financing from the African Development Bank towards the cost of the Tripartite Capacity Building Programme (TCBP), and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy for the services of Non-Tariff Barriers (NTBs) Expert, to be based at SADC Secretariat in Gaborone, Botswana.

The consultant shall manage the Tripartite NTBs online monitoring mechanism, present the final draft Working Procedures for implementation of Annex III of the TFTA Agreement, on Non-Tariff Barriers to trade and undertake capacity building on the Working Procedures for implementation of Annex III.

The Specific objectives of the consultancy are to :

  • Provide technical support to national and REC Focal Points for online processing of reported NTBs ;
  • Manage the Tripartite NTBs online reporting, monitoring, and resolution mechanism ;
  • Facilitate National and REC NTBs consultative meetings to resolve NTBs ;
  • Facilitate COMESA, EAC and SADC Tripartite meetings to consider outstanding NTBs ;
  • Assist in the development of the draft Working Procedures for implementing Annex III of TFTA Agreement on NTBs ;
  • Undertake training and sensitisation for National Monitoring Committees on the utilisation of the Working Procedures for implementation of Annex III on NTBs ;
  • Assist in the implementation of the SMS reporting system by Member/Partner States ;
  • Provide technical support for the development and maintenance of NTMs software ;
  • Upgrade and manage the NTMs databases ;
  • Provide technical support for REC activities on the implementation of the Working Procedures.

The candidate should have :

  • Post graduate qualification in Economics, Management Science, International Business, Foreign Trade or related fields ;
  • Minimum of six (6) years’ experience in Trade Policy work ;
  • Minimum of four (4) years’ experience as an NTBs systems manager, administrator, or NTBs Expert in a Tripartite-REC. Experience with the Tripartite NTBs mechanism will be an added advantage ;
  • Be a national of Tripartite Member/Partner State.

The Bank, in collaboration with the Common Market for Eastern and Southern Africa (COMESA) now invites eligible Individual consultants to indicate their interest in providing these services for a duration of six (6) months. Interested consultants must provide information through their Curriculum Vitae indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008, Revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
