Objective

WorldFish seeks to hire a consultant who will conduct a comprehensive assessment to develop a strategy for WorldFish’s approach in Africa. The consultant will be responsible for conducting a needs assessment, gap analysis (both technical and institutional), mapping key stakeholders or actors in the aquatic food system, and ensuring alignment with regional and national policy priorities. This strategic growth opportunity aims to identify investment gap and intervention points, maximize impact, and foster a lasting legacy for WorldFish in Africa.

The consultant will report directly to the Director General (DG) of WorldFish or their designated representative. Regular virtual meetings will be scheduled to review progress, provide feedback, and address any queries or concerns. The consultant will also collaborate closely with WorldFish staff and partners, as required, to gather relevant information and ensure the alignment of the strategy with organizational goals.

Scope of Work

The consultant’s tasks will include, but not be limited to:

  • Conduct a thorough needs assessment to identify the specific requirements and challenges of African countries in the aquatic food system sector.
  • Perform a comprehensive gap analysis, focusing on both technical aspects (research, technologies, innovation, etc.) and institutional aspects (policies, governance, capacity building, etc.).
  • Map key stakeholders and actors in the aquatic food system, including governments, NGOs, research institutions, private sector entities, and local communities.
  • Identify and analyze regional and national policy priorities related to the aquatic food system, aligning WorldFish’s strategy accordingly.
  • Develop a strategy document outlining recommended approaches, high-priority intervention points, expected outcomes, and a roadmap for WorldFish’s strategic growth opportunity in Africa.
  • Provide clear recommendations for resource allocation (intervention points), capacity development, and partnership opportunities to enhance WorldFish’s impact in Africa.

Requirements

Qualifications and Experience

The consultant should possess the following qualifications and experience:

  • A postgraduate degree in a relevant field (e.g., aquaculture, fisheries, rural development, international development, business administration).
  • Extensive experience in conducting needs assessments, gap analyses, stakeholder mapping, and policy analysis within the context of fisheries and aquaculture and/or agricultural development.
  • Demonstrated expertise in working with research organizations, government institutions, NGOs, and private sector entities involved in the aquatic food system.
  • Strong knowledge of the African context, including familiarity with regional and national policies related to aquaculture, fisheries, and food and nutritional security.
  • Proven ability to work independently, meet deadlines, and deliver high-quality reports and strategic documents.
  • Excellent analytical, communication, and interpersonal skills to effectively engage with stakeholders from diverse backgrounds.
  • Fluency in written and spoken English is required. Knowledge of other languages commonly spoken in Africa would be an advantage.

Deliverables and Timeline

The consultant will be responsible for delivering the following outputs:

  • Inception report detailing the methodology, work plan, and timeline for the consultancy within 4 weeks of contract initiation.
  • Needs assessment report highlighting key challenges, opportunities, and priority areas for intervention in African aquatic food systems within 8 weeks of contract initiation.
  • Gap analysis report providing insights into the technical and institutional gaps, recommendations for addressing these gaps, and potential interventions within 12 weeks of contract initiation.
  • Stakeholder mapping report outlining key actors, their roles, and potential areas for collaboration within 16 weeks of contract initiation.
  • Policy alignment report identifying regional and national policy priorities and their implications for WorldFish’s strategy within 20 weeks of contract initiation.
  • Strategy document outlining a clear roadmap, key activities, expected outcomes, and resource allocation recommendations within 22 weeks of contract initiation.

Budget

Interested consultant(s) are requested to provide a detailed budget proposal outlining professional fees, travel expenses (if applicable), and any other costs related to the consultancy. The budget should be submitted along with the application.

Evaluation and Selection

Application will be evaluated based on the qualifications and experience of the consultant, the quality and feasibility of the proposed approach and work plan, the relevance of previous work examples and the most competitive proposal.
