IFB Title : Tender for the Construction of the New Mumbwa 33/11kV Substation and 33kV,400V Distribution Line and Pole Mounted Transformers
- This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) of 22 March 2013 and on the African Development Bank’s Internet Website (afdb.org) ;
- The Government of The Republic of Zambia has received a loan from the African Development Bank (AfDB) in various currencies towards the cost of Construction of the New Mumbwa 33/11kV Substation and 33kV,400V Distribution Line and Pole Mounted Transformers (PMTs) for electrification of Chibuluma, Chipa and Kabalwa in Mumbwa District. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Construction of the New Mumbwa 33/11 kV Substation and 33kV,400V Distribution Lines & PMTs for electrification of Chibuluma, Chipa and Kabalwa in Mumbwa District ;
- ZESCO Limited now invites sealed bids from eligible bidders for the Construction of the New Mumbwa 33/11kV substation and 33kV,400V Distribution Lines and PMTs for electrification of Chibuluma, Chipa and Kabalwa in Mumbwa District (hereinafter called “the Facilities”). International Competitive Bidding will be conducted in accordance with the Bank’s Rules and Procedures for Procurement of Goods and Works and specifically, through Single Stage Bidding Procedures ;
Qualifications requirements are provided in the bidding document.
- Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 08:00 to 12:30 hours and from 14:00 to 16:30 hours (local time) respectively Monday to Friday. The bidding documents can also be accessed for inspection on ZESCO website: zesco.co.zm. However telegraphic and/or electronic offers will not be accepted ;
- A complete set of Bidding Documents may be purchased by interested bidders upon the submission of a written application to the said Executing Agency, and upon payment of a non-refundable fee of K1,000.00, or in a freely convertible currency.
The method of payment will be cash or Bank (Managers) Cheque issued by a recognized Commercial Bank acceptable to the purchaser or direct deposit or transfer of funds into the purchaser’s banks account with evidence of such deposits as follows:

Bidding Documents can be collected from the office of Senior Manager Procurement and Stores at ZESCO Limited Head Office at the address given below and soft copies will be made available through electronic mail.
- The provisions in the Instructions to Bidders and in the General Conditions are those of the Bank’s Standard Bidding Document for Procurement of Plant Design, Supply, and Installation ;
- Bids must be delivered to the below office on or before 10:30 hours am. local time on Friday 21 August 2020 clearly marked “TENDER FOR THE PROCUREMENT OF WORKS FOR THE CONSTRUCTION OF NEW MUMBWA 33/11kV SUBSTATION AND 33kV,400V DISTRIBUTION LINE AND PMTS FOR ELECTRIFICATION OF CHIBULUMA,CHIPA AND KABALWA IN MUMBWA DISTRICT – ZESCO/056/2020’’ addressed to the Senior Manager – Procurement and Stores, must be deposited in the Tender Box located on the Ground Floor, Main Entrance, Procurement and Stores Division Offices situated at Regional Control Centre (RCC) building adjacent to ZESCO Central Stores Filling Station within the ZESCO Limited Head Office premises, Lusaka, Zambia and must be accompanied by a security of United States Dollars Seventy Thousand (USD70,000.00) or its equivalent in any freely convertible currency ;
- Bidders are also informed that there shall be a site visit by all potential bidders on Thursday 9 July 2020 at 10:00 hours local time. Bidders should assemble at ZESCO Mumbwa Office, Mumbwa District, Zambia by 09:30 hours. Bidders shall bear their own costs of visiting the sites ;
- Bids shall remain valid for 120 days after the deadline for bid submission prescribed above ;
