Overview of the functions of the post :

Under the overall authority of the Assistant Director-General for Culture and the direct supervision of the Director of the UNESCO Regional Office in Harare, the incumbent shall coordinate the programme and projects in the field of Culture to ensure the design, development, planning, monitoring and implementation of activities carried out under Major Programme IV – Culture in the countries covered by the Office. The incumbent is also responsible for preparing inputs for the UNESCO Medium-Term Strategy (C/4), the Programme and Budget (C/5) and related work plans, as well as for developing partnerships and fundraising activities and contributing to the ‘Delivering as One’ exercise in the field of culture in the countries covered by the Office. S/he also leads and supervises staff of the Culture Unit of the Office.

Long Description :

PROGRAMME DELIVERY : Design, conceptualize, plan, coordinate, monitor and implement programmes and projects in the field of Culture in line with the Culture Sector’s strategies and priorities, as well as plan work activities across the sub-region. Ensure that UNESCO’s work is implemented in a coherent and integrated manner consistent with sector-wide frameworks and in collaboration with other UNESCO Field Offices. Provide reporting and ensure inputs for briefings on the programmes and projects, using relevant tools, and contribute to the overall delivery of the Office’s programme objectives and intersectoral working modalities.

PARTNERSHIPS and FUNDRAISING : Establish, maintain and enhance strong and strategic working relationships with the concerned national/local authorities, cultural institutions, relevant intergovernmental and non-governmental organizations; build and enhance partnerships with UN Agencies, bilateral and multilateral donors, development banks, international institutions and the private sector in order to conceptualize and design Culture programmes and projects at the national and regional level, and contribute to resource mobilization by developing concept notes and project proposals based on situational analyses in line with the Major Programme IV – Culture priorities and the CLT Resource Mobilization Framework.

JOINT PROGRAMMING EXERCISES : Participate in joint programming exercises in the framework of the UN Reform and ‘Delivering as One’, such as Common Country Assessments/United Nations Sustainable Development Cooperation Frameworks (CCA/UNSDCF) and lead the work of the Culture Unit; identify entry points for culture in these exercises responding to national priorities and needs in the field of culture; contribute to developing the advocacy and promotion of the role of culture as a key enabler for sustainable development; develop and implement related joint actions, programmes and activities; and maintain strong working relations with the Resident Coordinator Office, the UN Agencies and Entities.

CAPACITY BUILDING : Assist Member States in their efforts to implement the 2030 Agenda for Sustainable Development and specifically promote culture-engaged sustainable development, undertake assessments of needs related to culture; provide policy advice and technical assistance in the Culture Sector’s fields of competence, as well as substantive contributions to the development of national, regional and international strategies; facilitate and develop capacity building and training activities and projects to support culture institutions and professionals in view of the strategic objectives of protecting, promoting and transmitting heritage and fostering creativity and the diversity of cultural expressions, including preparedness and response in case of emergencies; and promote and advocate the universal ratification of all cultural conventions and their associated Protocols.

Required qualifications :

Education : Advanced University degree (Master’s or equivalent) in the field of Culture, Humanities, Development Studies, International Relations or Law, or related area.

Work Experience :

  • A minimum of seven (7) years of progressively responsible and relevant professional experience in the field of culture ;
  • Experience acquired at the international level ;
  • Experience at providing policy advice in the field of Culture ;
  • Experience in developing and coordinating programme implementation, activities, and projects.

Skills and competencies :

  • Proven capacity to produce high-quality and policy-oriented analytical reports and recommendations in the area of culture and development ;
  • Good knowledge of the Organization and its rules, regulations, policies, manuals, directives, and normative instruments ;
  • Solid knowledge of the UNESCO Culture Programme and its six Conventions ;
  • Knowledge of the 2030 Agenda for Sustainable Development ;
  • Ability to manage, supervise and motivate staff and teams ;
  • Strong analytical and problem-solving skills; ability to identify key strategic issues, objectives, opportunities and risks ;
  • Ability to work in a team and to maintain effective working relationships in a multi-cultural environment ;
  • Ability to take initiative and to manage heavy workload; to work under pressure, with capacity for accuracy, paying close attention to detail and quality of work ;
  • Strong IT skills

Languages : Excellent knowledge (written and spoken) of English or French and good knowledge of the other.

Desirable qualifications :

Education : Advanced University degree (PhD) related to the field of Culture, Humanities and/or International Law.

Work Experience : 

  • Experience in fundraising and resource mobilization ;
  • Experience in outreach activities and partnerships/network building.

Skills and competencies :

  • Strong diplomatic skills ;
  • Good political judgment with the ability to negotiate at the decision-making level.

Languages : Knowledge of another official language of UNESCO (Arabic, Chinese, Russian, Spanish).
