Position Title : Technical Director – Mhuri/Imuli Project

Location : Mutare, Zimbabwe

Project Summary :

The Project is a 5-year USAID-funded Integrated Maternal, New-born, Child Health and Family Planning (MNCH-FP) cooperative agreement whose overall goal is improved maternal, youth and child health and survival in beneficiary communities and populations. The geographic focus is the seven districts of Manicaland Province, focusing on activities to increase the demand for and supply of integrated, quality MNCH-FP services as well as delivery of FP services through outreach in 8 provinces. This project will provide technical assistance to the Ministry of Health and Child Care (MOHCC) in Manicaland Province for MNCH and direct service delivery for FP through outreach services. FHI 360 is about to move into the fourth year of implementation.

Summary of Position :

The Technical Director is responsible for the technical leadership and technical oversight of the project, with a focus on implementation of evidence-based, high quality, multi-sectoral interventions to strengthen the access to, utilization and delivery of integrated, quality MNCH and FP services by improving quality and youth friendliness of MNCH and FP services throughout the continuum of care and strengthening community systems and linkages. The Technical Director will manage the design and implementation of key components of the program description and ensure adherence to global standard of excellence in health service delivery programming. She/He may also serve as Acting Chief of Party (COP) in the absence of the project COP.

The selection of the final applicant is subject to USAID approval.

Main Duties and responsibilities :

  • Provide technical leadership in the development and implementation of strategies, interventions and activities that are aimed at strengthening the delivery of quality integrated MNCH/FP services, improving the quality and youth friendliness of MNCH/FP services, strengthening community systems and linkages throughout the continuum of care and reducing socio-cultural barriers to improved health and health seeking behaviours ;
  • Ensure that project strategies and activities are evidence-based and in line with state-of-the-art, globally-recognized best practices; as well as aligned with Zimbabwe’s National guidelines and policies ;
  • Advise and support the COP in providing direction to project implementation; this includes ensuring that the project meets stated goals and expected results/targets and that it remains compliant with donor reporting requirements, contractual terms and conditions, and organizational policies and procedures ;
  • Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools, to the Zimbabwean context, as needed ;
  • Oversee technical outputs of all partner organizations through regular field visits and facilitate work planning and regular technical meetings for all consortium partners ;
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision ;
  • Take a leadership role in the development and timely submission of work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence ;
  • Work closely with the project’s Monitoring and Evaluation (M&E) Director and team to deliver project quality benchmarks, baseline, monitoring, evaluation and key lessons learned ;
  • Collaborate with the COP to provide leadership to the program, ensure technical and strategic program direction, and provide high quality technical assistance ;
  • Liaise with key partners and stakeholders to meet program objectives and deliver results, including monitoring subrecipients’ performance and subaward status ;
  • Collaborate with the COP to ensure the development of timely, high quality and regulation compliant reporting per FHI 360 and donor guidelines ;
  • Represent the project at stakeholder meetings at national, provincial and district levels ;
  • Supervise a team of project staff (technical staff and provincial teams); this includes ensuring that clear roles and responsibilities and lines of communication are maintained amongst the team members, that there is a  high level of technical and operational efficiency in delivering project activities country-wide, and that staff are appropriately motivated and held accountable for expected performance ;
  • In the absence of the COP, manage and represent FHI 360 on the project ;
  • Any other duties as assigned.

Desired knowledge, skills and attributes :

  • Comprehensive knowledge of key MNCH, FP, Gender and Continues Quality Improvement (CQI) concepts, practices, and procedures with program management and technical development ;
  • Strong leadership and project management skills ;
  • Excellent oral and written communication skills ;
  • Excellent and demonstrated problem-solving, project management and technical skills ;
  • Ability to influence, motivates, negotiate and work well with others ;
  • Proven capacity to provide both technical and management oversight to the project ;
  • Ability to organize and work with teams to produce high quality project deliverables on time and according to budget ;
  • Knowledge of Zimbabwean health system ;
  • Excellent interpersonal skills and demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders ;
  • Experience interacting with government agencies, host‐country government partners and counterparts, and international donor agencies ;
  • Excellent organizational skills and strong track record in meeting deliverables and deadlines and ability to provide oversight of financial and operational aspects of projects ;
  • Experience supervising and leading teams and monitoring staff performance, including ability to motivate staff to be accountable for project outcomes ;
  • Ability and willingness to travel across Zimbabwe for a minimum of 25% of time.

Minimum Required Qualifications :

  • Master’s degree in Public Health or other relevant degree; A medical doctor (MD) is strongly preferred ;
  • Practical experience in implementing MNCH, CQI and FP programs in a development context ;
  • At least 8 years of progressively responsible technical experience and supervisory work that involved direct leadership of professional and support staff, oversight and evaluation of staff performance and deliverables, and working with commercial and non-government organizations ;
  • Strong understanding of USG programs, regulations, compliance and reporting requirements, especially USAID-funded Cooperative Agreements ;
  • Knowledge of the project cycle and program management principles/procedures as well as practical, hands-on experience managing or coordinating aspects of NGO-led projects.
